This article, throughout history, aimed at developing the professional experience of visionary disabled people in many areas of fundamental sciences and social sciences, not only in the music field, but also in the development of the opportunities created by scripture and information technologies. In this regard, the research has progressed through two fundamental approaches that integrate each other in the form of the study of the facilities created by information technologies, while the role of music in the teaching processes of vision disabled people and the career opportunities in the music. Thus, the facilities created by music and information technologies have been considered that vision disabled individuals, which enhance the quality of life, have made significant contributions to social integration. Research has shown that education through information technologies has been an important development in developing the sense of self-confidence of disabled people. Thus, it has been achieved that the information technology is a strong instrument in influencing the processes of change of attitudes arising from society’s prejudices to disabled people. Thro history, music has played an effective role in the expression of sightless persons and their participation in the social life. Music is a means of communication for people with disabilities. Visual disabled musicians want to evaluate their musical skills as a communication phenomenon to contribute to the culture of empathy. Society sees visual disabilities as individuals mostly engaged in music, art, literature and religious matters, and with a prejudice approach they ignore their accumulation of knowledge and abilities in other fields.

However, in the world, from mathematics to astronomy, from philosophy to politics and even the upper stages of governance, there has always been a wide range of vision disabled persons, and their achievements have opened them to the debate of the importance and value of private education, influencing the perspective of many individuals and sections of society from various aspects. Sometimes with the special sacrifices and efforts of the families, and sometimes with the creative efforts of the vision disabled, the achievements have shown an important value in terms of the more conscious understanding of the lives of the disabled individuals.

In this regard, there are two very important questions to consider how music is an instrument to meet the need for knowledge and how information technologies contribute to the professional careers of those with visual disabilities.

Our research aimed at developing a culture of social empathy in terms of contribution to the answer of such questions, it is believed that the benefits that disabled individuals will provide to themselves and their surroundings by integrating with society, reveal an interdisciplinary value in terms of behavioral science.

However, there have always been a wide range of visually impaired people in the world, from mathematics to astronomy, from philosophy to politics and even to the upper levels of administration, and their achievements have affected the perspectives of many individuals and segments of society from various perspectives and opened up the importance and value of special education to discussion. Sometimes the special intrests and efforts of the families and sometimes the creative initiatives of the visually impaired have shown an important value in terms of understanding the lives of individuals with disabilities with greater awareness.

In this respect, two very important questions that deserve attention are how music is a tool to meet the information needs of the visually impaired and how information technologies contribute to the professional careers of the visually impaired.

It is thought that our research, which aims to develop a culture of social empathy in terms of its contribution to answering such questions, reveals an interdisciplinary value in terms of behavioral science, with the benefits that disabled individuals will provide to themselves and their environment by integrating with the society.
