This study aimed to measure the innovation performance of 34 “Organisation for Economic Co-operation and Development” (OECD) and “European union” (EU) member countries using Multi Criteria Decision Making (MCDM) methods. Accordingly, the Global Innovation Index (GII) database, which ranks countries according to their innovation capacities and achievements, was used to determine alternatives and criteria. The MEthod based on the Removal Effects of Criteria (MEREC) was used to weight the criteria and the Measurement of Alternatives and Ranking according to COmpromise Solution (MARCOS) method was preferred to rank the alternatives according to their performance. A two-stage sensitivity analysis was applied for testing the reliability of the results. In the first stage, criteria weights were recalculated using different methods (Entropy, Equal Weight) and the analysis was repeated. In the second stage, the results obtained with the MARCOS method were compared with different MCDM methods Proximity Indexed Value (PIV), Range of Value (ROV), simple additive weighting (SAW), Combined Compromise Solution (CoCoSo)). It has been determined that the rankings obtained with different criterion weights and different methods are not exactly the same and show small deviations.
