Kent Kimliği İnşasında Girişimci Kent Yönetimleri: Gaziantep Örneği

Bu çalışma, Gaziantep kentinin kent kimliği inşasında öne çıkan faktörleri incelemektedir. Bu amaçla, çalışmada öncelikle kent kimliği kavramının ne anlama geldiği ve kent kimliği inşasında etkili faktörlerin neler olduğu ortaya konmuştur. 1970’li yıllarla beraber Amerika ve Avrupa kentlerinin kültürel unsurlarını kentlerin kimliklerine dahil ederek kent kimliklerini yeniden inşa ettiği bilinmektedir. 2000’li yıllara gelindiğinde küreselleşmenin de etkisiyle Türkiye kentleri için de kültürel unsurları kent kimliğine dahil etme süreci başlamıştır. Gaziantep kent kimliği gazi kent, sanayi kenti gibi kavramlarla ifade edilirken son yıllarda kent kimliğinin yeniden inşası söz konusu olmuştur. Gaziantep kenti 2015 yılında gastronomi alanında UNESCO’nun “Yaratıcı Şehirler Ağı”na dahil edilmiştir. Bu gelişmenin etkisiyle beraber kent kimliği gastronomi ve yemek kültürü bileşenleriyle yeniden inşa sürecine girmiştir. Gaziantep’te özellikle mutfağın koruma altına alınmasıyla ortaya çıkan kent kimliği inşasında hangi bileşenlerin öne çıktığını açıklayarak çözümlemek, çalışmanın öncelikli amaçlarından birini oluşturmaktadır. Çalışmada, gastronomi kenti kimliğinin kültür endüstrisi kavramıyla ilişkisi ve kentin imajına etkisi ele alınmaktadır. Kent yönetiminin bu kimlik inşasındaki etkisi ve girişimci niteliğini çözümlemek çalışmanın bir diğer amacıdır. Kent girişimciliği kavramı David Harvey tarafından özellikle 1970’li yıllar sonrasında kentlerin yönetilme biçimlerindeki değişimi ortaya koymak için geliştirilmiştir. Buna göre kentlerin ilgi çekici unsurlarını öne çıkararak bir cazibe merkezi hâline gelme amacı girişimci kent yönetimlerinin ortak amacıdır. Çalışmaya konu olan Gaziantep kentinde mutfak ve yemek kültürü kullanılarak özellikle turistler için ilgi çekici bir merkez olabilme amacına yönelik politika ve projeler yürütülmektedir. Bu makale, kent yönetiminin girişimci niteliğini ve kent kimliğinin yeniden inşasında oynadığı rolü örneklerle açıklamaktadır.

This study examines the factors that stand out in the construction of the city identity of the city of Gaziantep. For this purpose, the study first revealed what the concept of city identity means and what the influential factors in the construction of city identity are. It is known that in the 1970s, American and European cities have rebuilt their city identities by incorporating their cultural elements into the identities of cities. In the 2000s, with the influence of globalization, the process of incorporating cultural elements for the Turkish cities into the city identity began. Gaziantep city identity is expressed with concepts such as gas city, industrial city, while in recent years it has been about the reconstruction of the city identity. The city of Gaziantep was incorporated into the UNESCO’s “Creative Cities Network” in the gastronomy field in 2015. With the impact of this development, the city identity has entered the process of reconstruction with the gastronomi and food culture components. In Gaziantep, specifically with the protection of the kitchen, the city identity building that arises by explaining which components stand out, is one of the priority objectives of the study. The study discusses the relationship of gastronomic city identity with the concept of cultural industry and the impact on the image of the city. Analysis of the impact of the city administration on this identity building and the entrepreneurial nature is another purpose of the study. The concept of urban entrepreneurship was developed by David Harvey to reveal the changes in the ways of governance of cities especially after the 1970s. According to this, the aim of becoming an attraction center by highlighting the attractive elements of the cities is the common goal of entrepreneurial city governments. In Gaziantep, which is the subject of study, policies and projects are carried out with the aim of being a centre of interest especially for tourists using the cuisine and food culture. This article describes the entrepreneurial nature of the city administration and the role it plays in the reconstruction of the city identity with examples.

This study examines the prominent factors in the construction of the urban identity of Gaziantep. For this purpose, in the study, firstly, what the concept of urban identity means and what factors are effective in the construction of urban identity are revealed. It is known that with the 1970s, American and European cities reconstructed their urban identities by incorporating the cultural elements of the cities. In the 2000s, with the effect of globalization, the process of incorporating cultural elements into the urban identity began for Turkish cities as well. While Gaziantep's urban identity is expressed with concepts such as ghazi city and industrial city; in recent years, the urban identity has been reconstructed. Gaziantep city was included in UNESCO's "Creative Cities Network" in the field of gastronomy in 2015. With the effect of this development, the identity of the city has entered the process of reconstructing with gastronomy and food culture components. One of the primary aims of the study is to explain and analyze which components come to the fore in the construction of the urban identity that emerged especially with the protection of the cuisine in Gaziantep. In the article, the relationship between the identity of the gastronomy city and the concept of the culture industry and its effect on the image of the city are discussed. Another aim of the study is to analyze the effect of the urban governance on this identity construction and its entrepreneurial character. The concept of urban entrepreneurship was developed by David Harvey to reveal the change in the way cities are managed, especially after the 1970s. According to this, the aim of becoming a center of attraction by highlighting the attractive elements of the cities is the common goal of the entrepreneurial city governance. In Gaziantep, policies and projects are carried out with the aim of being an attractive center for tourists by using cuisine and food culture. This article explains the entrepreneurial character of the city governance and its role in the reconstruction of the urban identity with examples.
