After the restoration of independence in the 1990s, a number of studies have been undertaken to revise political history in Azerbaijan. However, the fact that the Azerbaijan Democratic Republic did not investigate the Soviet historiography of the 1970s shows the existence of gaps in the study of the history of the Republic. In the last twenty years of the Soviet state, the research on the establishment of Soviet power in Azerbaijan was continued to justify the legitimacy of the totalitarian regime. In this sense, in the Soviet historiography of the 1970s, the People's Republic of Azerbaijan is trying to prove that it has nothing to do with the people, representing the interests of one party and the defender of the interests of ruling class, as "the government of the oppressive Musavat party". Generally, the Azerbaijani government is not mentioned, but the occupation is unequivocal.As a result, in the studies written under the influence of the ideological line, the violation of the censorship rules established by the totalitarian regime is observed, with the submission of the State of Azerbaijan's state of affairs with irreconcilable facts. However, despite the rebellious approach of Soviet ideologists, the political legitimacy of the Azerbaijan Democratic Republic is confirmed, as the national government is presented as a catalyst of historical events to the socio-political thought.
