Abstract:

The conservative welfare regime understanding, in which the emphasis on social order comes to the fore and the family, religious organizations and foundations play an intermediary role in the social problems encountered, seems to have transformed in Germany. The role of the state in this welfare regime is limited and minimally intrusive. The main duty of the state is to provide and protect the existing hierarchical order. However, in the process that started with globalization and continues until today, both the changes in gender roles and demographic changes forced the conservative welfare regime model to transform. From this point of view, it is aimed to deal with the change and transformation of the conservative welfare regime understanding in Germany within the scope of the study. As a result of the evaluations made in parallel with this purpose, in order to adapt the state to the social changes and transformations; It has been concluded that it has increased its responsibility with the arrangements it has made on social assistance and services, intervention in the labor market for women's employment and retirement.
