It was the Imperial Council that dealt with the political, financial, judicial and social issues primarily concerned the Ottoman State in the Classical Period. The issues discussed at the board were recorded in official journals and carefully documented. One of these official documents is the Book of Mühimme, where complaints were recorded. With the specialization of the council bureaucracy, complaints examined at the Imperial Council began to be kept in the complaint books from the 17th century on, and in the book of judgement after the 18th century. These judgement books are classified according to state names. Complaints are recorded in state judgement books, which were kept in the districts, towns and provinces, except for the unresolved conflicts sent to the centre. The judgements related to Kürtün town/township of Trabzon Province in 1759-1796 are kept in Trabzon Judgement Book with the number 2, where judgements are classified according to their content. These issues are divided into sections such as fief, tax, foundation and banditry. Also, tables are given related to fief, foundation and villages.
