Mütareke döneminin bilinen ilk milli örgütü Kara Vasıf Bey’in kurduğu İttihatçı yapıdaki Karakol Cemiyeti’dir. Cemiyet, Kocaeli Yarımadası’nı kontrol altında almak için bölgede Rum çetelerine karşı silahlı teşkilat oluşturmuştur. Gebze ve civarındaki teşkilatın başına da Yahya Kaptan’ı getirmiştir. Sivas’ta gerçekleştirilen kongrede tüm bölgesel milli cemiyetlerin Anadolu ve Rumeli Müdafaa-i Hukuk Cemiyeti adı altında birleştirilmesine karar verilmiştir. Karakol Cemiyeti de bu kararı görünüşte kabul etmiş ancak örgütünü muhafaza ederek bağımsız davranmaya çalışmıştır. ARMHC adına karar ve yürütmeyi üstlenen Heyet-i Temsiliye’nin reisi Mustafa Kemal Paşa Yahya Kaptan ile beraber Gebze ve Kartal teşkilatını doğrudan Heyet-i Temsiliye’ye bağlamak isteyince ARMHC’nin İstanbul teşkilatı olarak bilinen Karakol Cemiyeti buna direnmiş ve artık kendi nüfuzundan çıkan Yahya Kaptan’ı bölgeden uzaklaştırmaya çalışmıştır. Rumlar ve Üsküdar Mutasarrıfı Ziver Bey tarafından da pek çok suçla itham edilen Yahya Kaptan İstanbul’dan gönderilen hükümet kuvvetleri tarafından 9 Ocak 1920’de Tavşancıl’da katledilmiştir. Mustafa Kemal Paşa ortaya koyduğu belgeler doğrultusunda Nutuk’ta bu olaydan uzun uzun bahsetmekte ve İstanbul teşkilatını hükümetle işbirliği yapmakla suçlamaktadır. Yine Kartal ve Gebze’de İstanbul teşkilatıyla bağlantısı olan bazı isimleri de İngiliz Muhipleri Cemiyeti adına faaliyet yürütmekle itham etmektedir. Konuyla ilgili başka belge ve kaynaklar da incelendiğinde İstanbul teşkilatının ve Mustafa Kemal Paşa’nın itham ettiği isimlerin Yahya Kaptan’ın katledilmesinde pay sahibi oldukları bir gerçek olarak ortaya çıkmaktaysa da hükümetle doğrudan işbirliği halinde oldukları ve Milli Mücadele’ye ihanet ettikleri sonucuna varmak mümkün gözükmemektedir. Bu olay en azından TBMM’nin açılışına kadar Müdafaa-i Hukuk hareketinin tek merkezli olmadığı gerçeğiyle beraber düşünülmelidir. Kocaeli Yarımadası’nda Karakol Cemiyeti ve MustafaKemal Paşa arasındaki rekabet 16 Mart 1920’de İstanbul’un resmen işgal edilmesine kadar devam etmiştir.
The first known national organization of the Mutareke period is the Coalition Society in the Allied Structure founded by Mr. Kara Vasıf. The community has formed armed forces against the Rom gangs in the region to take Kocaeli Peninsula under control. He also brought the captain of Gebze and the agency around him. At the congress held in Sivas, all regional national communities were decided to be united under the name of the Anadolu and Rumeli Defence Law Society. Again, some names in Kartal and Gebze, which are linked to the Istanbul organization, are also accused of carrying out activities on behalf of the British Muhipleri Society. Other documents and sources on the subject are also examined and the fact that the names accused by the Istanbul agency and Mustafa Kemal Pasha are part of the murder of Yahya Kaptan appears to be unlikely to come to the conclusion that they are in direct cooperation with the government and have betrayed the National Struggle. This event should be considered at least with the fact that the Defence-i Law movement is not one-centric until the opening of the TBMM. The competition between the Karakol Society and Mustafa Kemal Pasha in the Kocaeli Peninsula continued until Istanbul was officially occupied on 16 March 1920.
