The aim of the following paper is to reflect on the establishment of the Ibero-American community based on Spain's emergence as a normative power in which international development cooperation as an expression of Spanish foreign policy makes it possible to elucidate its strategic focus. To achieve this objective, the article approaches the shaping of identities, values, and norms from the perspective of social-constructivist theory. Using this approach, it analyses the construction of the Ibero-American community through the Ibero-American summits and international cooperation for development which, as an instrument of Spanish foreign policy, has made it possible to distinguish five stages in the shaping of the Ibero-American community.
