The aim of this study is to develop a attitude scale that will allow employees to determine their attitudes towards the performance-based payment system in a valid and reliable way. Before the scale development process, the relevant area and existing scales were examined and the material pool was prepared and the draft scale was presented to the expert opinion in order to determine the appearance and scale validity. After the expert opinion, a five-degree Likert type design scale was created. The data obtained by application of 159 participants who agreed to participate in the draft scale study was analyzed. The scale development work was carried out in a gradual process consisting of the creation of the material pool, the test of the validity of the cover, the test of the validity of the appearance, the implementation of the draft scale, the validity of the structure (factor analysis and material analysis) and the analysis of reliability (cronbach alpha reliability). The scale is made up of 21 matters and a two-factor structure, while the reliability ratio of the lower scales is 0.97 to 0.89. The findings have shown that the scale can measure the attitudes of employees towards the performance-based payment system in a valid and reliable way.
