Bu çalışmada Mısır Arap Cumhuriyeti’nin yerel yönetim yapısı ele alınmıştır. Yerel yönetim yapısının karşılaştırmalı olarak analiz edilmesi için Türkiye örneği seçilmiş ve iki ülke yerel yönetim yapısı bakımından karşılaştırmalı olarak analiz edilmiştir. Bu çalışmanın yapılmasındaki amaç yerel yönetim yapılarını karşılaştırmak, benzerlik ve farklıları belirlemek ve elde edilen bulgular dahilinde değerlendirmede bulunmaktır. İki ülke yerel yönetimlerin birimleri, anayasadaki yeri, organları, görev alanları, yetki alanı, giderleri, merkez-yerel ilişkisi, özerklik niteliği, desantralizasyon düzeyi ve denetim açısından karşılaştırmalı analiz yöntemi ile analiz edilmiştir. Analiz sonucunda elde edilen bulgulara göre iki ülkenin de yerel yönetimlerinin yüksek düzeyde yerelliğe ve özerkliğe sahip olmadığı sonucuna varılmıştır.
This study discussed the local government structure of the Arab Republic of Egypt. For comparative analysis of the local government structure, the example of Turkey was chosen and comparative analysis of the local government structure of the two countries. The aim of this study is to compare local governance structures, identify similarities and differences and evaluate within the findings obtained. The units of local governments of the two countries, the place in the constitution, the bodies, the fields of responsibilities, the jurisdiction, the expenditure, the central-local relationship, the nature of autonomy, the level of desentralization and the method of comparative analysis in terms of control. According to the results of the analysis, the conclusion is that both countries do not have a high level of local governments and autonomy.
