Osmanlı İmparatorluğu’ndaki nüfus hareketleri, sosyal ve siyasi deği-şimlerle sebep sonuç ilişkisi bakımından bağlantılıdır. Nüfus hareketleri toplumların dönüşümünde daima etkin bir rol oynamıştır. XIX. yüzyılda Ordu’da nüfus yapısını etkileyen en önemli etken göçler olmuştur. XIX. yüzyıl boyunca süregelen bu göç hareketlerinin sebebi ise, sahillerdeki kentleşme ve ticarileşmedir. XIX. yüzyılın ikinci yarısından sonra, kaza halkının ancak yüzde yirmisini oluşturan gayrimüslimlerle Müslüman halk arasındaki ilişkiler, göçler ve dış müdahaleler sebebiyle kırılmaya uğrayacaktır. Osmanlı toplumundaki beraber yaşama tecrübesi, son yıllarında girilen savaşların da etkisiyle zarar görecektir. Sorun gayrimüslimlerin göç ettirilmesiyle sonuçlanacaktır.
