II. Abdülhamid dönemi Osmanlı ekonomisi birçok sebepten dolayı olumsuz yönde etkilendi. Rusya ile yapılan savaşın getirmiş olduğu bütçe açığının yanı sıra ortaya çıkan göç hareketleri kısa sürede ekonominin zarar görmesine sebep oldu. Başta Rusya olmak üzere dış devletlerin Osmanlı toplumundaki nitelikli nüfusla yakından ilgilenmeleri ve içerideki ekonomik sorunlar dış göçleri tetikledi. Özellikle Ermenilerin yoğun olarak dışarıya göçüne tanık olduğumuz bu dönemde vergi yükümlülüklerini yerine getiremeyen kişilerin göç etmesine izin verilmedi. Mali sorumluluklardan ya da izin belgesini almaktan kurtulmak isteyen Gayrimüslim nüfustan bazı kişiler illegal yollardan göç etti. Nitelikli nüfusunu kaybetmek istemeyen Rusya, toplumsal olarak düzenlemeler yaparak işine yarayacak kişileri meskûn hale getirirken niteliksiz nüfusun da Osmanlı topraklarına göç etmesini teşvik etmekteydi. Loris-Melikov ve Dundukov Korsakov, Osmanlı topraklarından gelen göçmenleri iskân ettirmeye çalışırken İngilizler de elçilikleri vasıtasıyla göç hareketlerine müdahil oldu. Osmanlı’nın istihdam alanı oluşturamadığı Harput, Şam, Lübnan ve Suriye gibi bölgelerden birçok Gayrimüslim nüfus dışarıya göç etti. Aynı zamanda göçmenler arasında beklentilerine karşılık bulamadığı için memleketlerine geri dönenler oldu. Osmanlı, göçmenleri niteliklerine göre iskân ettirmeye çalışarak ekonomiye yük olmalarının önüne geçmeye çalıştı. Ancak savaşların ve nüfus hareketlerinin yoğunluk kazandığı bu dönemde ekonomik sorunların önüne geçmek kolay olmadı.
and II. The Ottoman economy of the Abdülhamid period was affected negatively for many reasons. In addition to the budget gap brought by the war with Russia, the emerging immigration movements soon caused economic damage. The close concern of foreign states, primarily Russia, with the qualified population in the Ottoman society and internal economic problems caused foreign migrations. Especially in this period in which the Armenians are widely immigrating abroad, people who cannot fulfill their tax obligations are not allowed to immigrate. Some people of the Gay Muslim population who want to get rid of financial responsibilities or to get the permission certificate have migrated illegally. Russia, which did not want to lose its qualified population, was encouraging people to move to the Ottoman territory while making social arrangements to make the people who would be useful for their business. Loris-Melikov and Dundukov Korsakov tried to evacuate immigrants from the Ottoman territory, while the British also interfered with the immigration movements through their embassy. Many non-Muslim populations from areas such as Harput, Damascus, Lebanon and Syria, where the Ottoman could not create the employment area, migrated. There were also those who returned to their homeland because they couldn’t meet their expectations among the migrants. The Ottoman attempted to disguise immigrants according to their qualities, trying to prevent them from being a burden on the economy. But it was not easy to tackle economic problems in this period when wars and population movements gained intensity.
