Yoksulluk, insanlık tarihi boyunca var olan, az gelişmiş ülkelerin olduğu kadar gelişmiş ve gelişmekte olan ülkelerin de karşı karşıya kaldığı temel sorunların başında gelmektedir. Dünyada çoğu insan en iyi yaşam standardının tadını çıkarırken, aynı zamanda çok sayıda insan, zıtlık yüzünden daha da dehşet verici hale gelen, katı bir yoksunluk yaşamakta. Yoksulluk, düzeltilmesi gereken, telafi edilebilecek gereksiz bir yoksunluk durumudur. Yoksulluğun, ortaya çıktığı durumun koşullarına bağlı olarak çeşitli tanımları vardır ve genellikle bir kişi veya topluluğun belirli bir yaşam standardı için finansal kaynaklardan ve gerekli unsurlardan yoksun olduğu bir duruma atıfta bulunmaktadır. Yoksulluğu anlamak, yoksulluğa yönelik müdahalelerin ve politikaların belirlenmesini etkilediğinden son derece önemlidir. Yoksulluğun az gelişmiş ve gelişmekte olan ülkelerde görülmesi, aynı zamanda gelişmiş ülkelerde de bir sorun olarak görülmeye başlaması yoksullukla ilgili daha geniş çaplı araştırmalara yönlenmeye neden olmuştur. Yoksullukla mücadelede ülkelerin kendi çabalarının yanı sıra uluslararası birçok kurum ve kuruluşun da dünyanın en yoksul kesimlerinin desteklenmesinde önemli bir rolü bulunmaktadır. Politikalar ve reçeteler uygun şekilde tasarlanır ve uygulanırsa, gerekli rota düzeltmesini elde etmek için iyi bir başlangıç olacaktır.
Bu çalışma, 2000-2019 dönemi için gelişmekte olan ekonomilerde yoksulluğun azaltılması üzerinde etkisi olduğu düşünülen değişkenler çeşitli yönleri ile analiz edilerek, yoksulluğun azaltılmasına yönelik politikalara yön verilmesi amaçlamaktadır. Bu araştırmanın diğer çalışmalardan farkı, yoksulluğa neden olabilecek çok daha fazla değişkenin analize dahil edilmesidir. Analiz sonuçlarına göre; Gini katsayısı, enflasyon oranı ve işsizlik oranı ile yoksulluk düzeyi arasında anlamlı ve pozitif bir ilişki bulunurken; devletin genel sağlık harcamaları, eğitime yönelik devlet harcamaları ve vergi gelirlerinin GSYH içindeki payı ile yoksulluk düzeyi arasında anlamlı ve negatif bir ilişki bulunmaktadır.
Poverty is at the forefront of the fundamental problems faced by the developed and developing countries, as well as the less developed countries that existed throughout human history. While most people in the world enjoy the best standard of life, many people are also experiencing a strict absence, which is becoming even more horrible due to contradiction. Poverty is a state of unnecessary absence that needs to be corrected, which can be repaired. Poverty has various definitions depending on the circumstances of the situation in which it occurs and is often referred to a situation in which a person or community is lacking financial resources and the necessary elements for a specific standard of life. Understanding poverty is extremely important because it affects the determination of interventions and policies towards poverty. The appearance of poverty in the less developed and developing countries, and the beginning to be seen as a problem in the developed countries, has led to more extensive research on poverty. In the fight against poverty, countries’ efforts, as well as many international institutions and organizations, have an important role in supporting the world’s poorest peoples. If policies and recipes are properly designed and implemented, it will be a good start to get the necessary route correction.
This study aims to analyze the variables that are considered to have an impact on poverty reduction in developing economies for the period 2000-2019, with a variety of aspects, and to guide the policies aimed at poverty reduction. The difference of this research from other studies is that it includes much more variables that can lead to poverty in the analysis. According to the analysis, there is a meaningful and positive relationship between the Gini rate, the inflation rate and the unemployment rate and the poverty level; there is a meaningful and negative relationship between the government’s general health expenditure, the government’s education expenditure and the share of tax income in GDP and the poverty level.

While most people in the world enjoy the best standard of living, many at the same time experience rigorous deprivation made all the more terrifying by the contrast. Poverty is an unnecessary state of deprivation that needs to be corrected and compensated. Poverty has various definitions, depending on the circumstances of the situation in which it arises, and generally refers to a situation in which a person or community lacks the financial resources and essentials for a certain standard of living. Understanding poverty is extremely important as it influences the formulation of interventions and policies to address poverty. The fact that poverty occurs in underdeveloped and developing countries, and that it is also seen as a problem in developed countries, has led to more extensive research on poverty. In addition to the efforts of countries in the fight against poverty, many international institutions and organizations also play an important role in supporting the poorest parts of the world. If policies and prescriptions are properly designed and implemented, it will be a good start to achieve the required course correction.
This study aims to guide policies for poverty reduction by analyzing various aspects of the variables that are thought to have an impact on poverty reduction in developing economies for the 2000-2019 period. The difference of this research from other studies is that more variables that can cause poverty are included in the analysis. The results achieved in this research demonstrate that; while there is a significant and positive relationship between the Gini coefficient, inflation rate, unemployment rate and poverty level; there is a significant and negative relationship between the government's general health expenditures, government expenditures for education and the share of tax revenues in GDP and the level of poverty.
