Abstract:

Discussions about the organization of the Metropol Governments have been ongoing since the beginning of the 20th century. There are two principles of metropolitan governance. The first is the form of the creation of a large number of local units equipped with different functions within the metropolitan borders, the second is the form of the performance of services under a single organization roof. In this article, which examines the topic in theoretical scale, the public preference school, based on the ideas of the new public business approach and the critical city theory of metropolitan management, the "city power" has been attempted to be identified. The article examined the suggestions and criticisms of the Public Preference Theory, the Critical City Theory and the New Public Business Approach on the Management of Metropols. The purpose of the article is to reveal how the city power is positioned in the approaches to the organization of metropolitan governments. The summer scan method was used for the preparation of the article.
