In this article, Haydar Rıfat’s work Yeni ve Mükemmel Malûmât-ı Kânûniye, who lived in the last period of the Ottoman Empire and the first period of the Republic, is evaluated in terms of the history of fiqh. For this, first the author's life is mentioned. Rıfat, in addition to his identity as a writer, is also one of the first lawyers of the Istanbul Bar Association. Although he is a lawyer who is known for the cases he has undertaken, he has also come to the fore with the works and translations he has written. He has written and translated works in many fields, including the field of law. One of the works he wrote is Malûmât-ı Kânûniye. It includes six sections of law: 1. Civil law, 2. Court organization and procedure, 3. Criminal law, 4. Administrative law, 5. Land and maritime trade law, 6. International law. The part in which fiqh is effective is only the first, namely the field of civil law. While creating this work, some fiqh books, laws of the period and legal works were used. As such, it reveals the status of fiqh and the legal landscape at the time it was written.
