In this study, two works written within the scope of the thought of foundations’ re-organization during the II. Constitutional Era were reviewed. One of them is “Hatirat” by İsmail Sidki. The writer who was the First Secretary of Board of Governors for Pious Foundations, with his 20 years of experience as a bureaucratic, having it also presented to the First Ottoman Assembly of Deputies; approached to the foundations’ problems together with their historical frame. In this sense, he spoke out his suggestions within the parallelism of new order apprehensions along with his ideas. The other work reviewed is Hamadezade Halil Hamdi Pasha’s layiha. Halil Hamdi Pasha, standing out with his success in the Supervision of Pious Foundation in Egypt, has also proceeded a similar reform movement in Ottoman Empire. The writer, having explained the precautions that needed to be taken for resolution as well as his findings about the foundations and the instructions he had arranged; touches upon some headlines such as keeping foundation records decently, making required legal regulatories, institutionalism and expertise replaced for arbtrariness in the procedure
