Balkanlar stratejik konumu, siyasal, dinsel, çok etnikli ve kültürel yapısı ile tarih boyunca çatışma alanlarından biri olmuş, Soğuk Savaşın ardından Yugoslavya’nın dağılmasıyla yeni devletler ortaya çıkmıştır. Sırp-Arnavut etnik çatışması 1990’lı yılarda ortaya çıkmış bir devlet içi çatışma örneğidir. Çalışmanın odağında ‘‘İnsani Müdahale ve Kosova Örneği,’’ yer almıştır. Yugoslavya Sosyalist Federal Cumhuriyeti içinde Kosova, Voyvodina ile birlikte doğrudan Belgrad Yönetimine bağlı iki özerk eyaletten biriydi. Tarihsel arka planı da göz önünde bulundurularak, Yugoslavya’nın dağılmasından itibaren Kosova’nın bağımsızlığa giden süreci değerlendirilmiştir. Bu çalışmanın hipotezi, çatışmalarda sivillerin kaybı ve etnik temizliğe varan sorun, ülke sınırlarını aşınca uluslararası boyut kazanmış, NATO’nun insani müdahalesi ile neticelenmiş ve sonrasında Kosova, dünya siyasi sahnesinde küçük bir devlet olarak yerini almıştır. Konu, Batılı devletlerin bir uluslararası örgüt vasıtasıyla soruna dahil olması, NATO’nun alan dışı müdahalesi, Birleşmiş Milletler ve uluslararası hukuk perspektifinden değerlendirilmesi açısından önem taşımaktadır.
The Balkans have become one of the areas of conflict throughout history with their strategic position, political, religious, multi-ethnic and cultural structure, and new states have emerged with the breakdown of Yugoslavia after the Cold War. The ethnic conflict between Serbia and Albania is an example of an intergovernmental conflict that emerged in the 1990s. The study focuses on “Human Intervention and the Example of Kosovo.” In the Socialist Federal Republic of Yugoslavia, Kosovo, along with Voyvodina, was one of two autonomous states directly linked to the Belgrade Government. Considering the historic background, the process of Kosovo's independence has been evaluated since the dissolution of Yugoslavia. The hypothesis of this study, the loss of civilians in conflicts and the problem of ethnic cleansing, has gained international dimension when it crosses the country’s borders, has been concluded by NATO’s humanitarian intervention and then Kosovo has taken its place as a small state in the world’s political scene. The issue is of importance for the involvement of the Western states through an international organization, for NATO’s external intervention, for the United Nations and for the international law.
