Osmanlı Devleti güçten düşmeye başlayınca yaşanan hemen her olay kısa sürede devletin kendi iç meselesi olmaktan çıkmış ve uluslararası bir meseleye dönüşmüştür. Milletler arası meselelerde de, her zaman güçlü devletler kendi çıkarları doğrultusunda kararlar almıştır. Başlangıçta bazı devletler Osmanlı’nın toprak bütünlüğünü korumaktan yana tavır takınmışlarsa da, bir müddet sonra onlar da “Hasta Adam”ın mirasını paylaşmak için bu fikirlerinden vaz geçmişlerdir. 1831-1841 yılları arasında yaşanan Mehmed Ali Paşa isyanı da bu hadiselerden biridir. Başlangıçta Osmanlı Devleti’nin kendi valisi ile yaşadığı bir anlaşmazlık ve bir iç isyan olarak başlayan Mısır Meselesi, daha sonra Avrupalı Devletlerin de işe karıştığı bir “Doğu Sorunu” halini almıştır. Sonunda bu mesele Londra’da devletlerarası bir konferansta Mısır’ın muhtarlığı şeklinde düzenlenmiş, daha sonra ise Osmanlı İmparatorluğu burayı kaybetmiştir. Mehmed Ali Paşa isyanının son safhasında Ramiz Paşazâde İzzet Bey tarafından kaleme alınan incelediğimiz layihada Osmanlı Devleti ile Mısır arasındaki münasebetlerin yanında, yabancı devletlerin işe müdahale etmeleri ve yaşanan olaylar ele alınmıştır. Layiha Fransa’nın neden Mısır’a yardım ettiğini, Mehmed Ali Paşa’nın kendisine destek bulabilmek için ortaya koyduğu faaliyetlerini ve o karışık günlerde yaşanan olayların gerek avam gerekse havas üzerindeki etkilerini birinci elden ortaya koyması açısından önem arz etmektedir. Every incident started to become one of the internal affairs of the state and transformed into an international matter. Naturally in international issues, powerful states have made decisions in relation to their own interests and Ottoman Empire started to dissolve gradually. During the first periods of the afore-mentioned era, although some states, again in relation to their own interests, gave their decision regarding the protection of the territorial integrity of the Ottoman Empire, soon after they changed their minds in order to obtain the rich territories of the Empire and share the heritage of the ‘Sick Man’. The successive defeats of the Empire and the contracts with heavy sanctions they signed did not let the Ottomans to build up and the state has lost its power gradually. Mehmed Ali Pasha uprising which occurred between 1831 and 1841 is one of those issues. The issue of Egypt which firstly started as an internal uprising as a result of a dispute between the Ottoman Empire and the governor of Egypt Mehmed Ali Pasha, turned out to be an extensive inter-state issue in which European States’ imperialistic desires were involved later. In the end, this issue has been reorganized as Egypt’s autonomous condition in an inter-state conference in London and later Ottoman Empire lost its another Mediterranean state. In the report discussed in this study which was written in the last phase of Mehmed Ali Pasha uprising and written by Ramiz Paşazâde İzzet, the relations between Ottoman Empire and Egypt as well as the interventions of the foreign states and the incidents have been discussed. The report is significant in terms of touching upon the issues such as why France helped Egypt, the activities of Mehmed Ali Pasha in order to have support and the influence of the incidents occurred during those chaotic days upon both the common people and the well-educated class. When the Ottoman State began to fall out of power, almost every event that occurred soon came out of being the state’s own internal issue and became an international issue. In international matters, also, strong states have always made decisions in accordance with their own interests. Even though some states initially held a position in favor of preserving the territorial integrity of the Ottoman, some time later they also abandoned their ideas to share the heritage of the "Sick Man". The rebellion of Mehmed Ali Pasha between 1831 and 1841 was one of these events. The issue of Egypt, which initially began as a dispute with its own governor and a internal rebellion, became a "Eastern Problem" that the European states later engaged in. Finally, this issue was organized in the form of Egyptian sovereignty at an international conference in London, and then the Ottoman Empire lost its place. In the last stage of the rebellion of Mehmed Ali Pasha, the project we have studied by Ramiz Pasha, Mr. Izzet, along with the relations between the Ottoman State and Egypt, the foreign states are interfering with the work and the events that occur. Layiha emphasizes why France has Egypt, what Mehmed Ali Pasha has done to find his support, and how the events that occur in those mixed days have to have an impact on the air, if necessary.
