Abstract:

Nowadays, a rapid transformation in the public administration is taking place depending on the changes in the needs of society. With this transformation, certain values such as participation, transparency, responsibility, transparency are put into practice. People want to see the same change in the public services offered by the government. Public organizations are faced with some difficulties during the implementation of this transformation and need to find solutions that are practical in order to overcome the difficulties. The fact that the traditional public administration approach, one of these ways, is in a centralistic, bureaucratic and mandatory structure, has led to the poor quality, inefficiency and slow supply of public services. In the New Public Business Approach that was later revealed, characteristics such as seeing citizens as customers and priority of economic efficiency have led to discomfort in individuals. These approaches have been criticized because they do not meet the new needs arising in the implementation of public services. The public value approach is one of the alternative solutions proposed to these criticisms. The public value, which is a result of public services, is produced by the participation of all stakeholders in the public area in the name of the public benefit. The Public Audit Authority, while examining and solving citizens’ complaints, aimed at improving the quality of services of the administrations and implementing the principles of good administration in the public. In this context, this study plans to address the public value approach shown among the important topics of public administration literature. The necessary information on the concept of public value addressed with theoretical and conceptual dimensions has been made and the achievement of the discipline of public administration has been assessed. Then in the decisions taken in the Public Audit Board, the principles of good management were examined in the context of public value.
