Sömürgecilik, tarihi süreç içerisinde farklı boyutları ile toplumları derinden etkilemiştir. Nitekim Afrika kıtası da sömürgecilik faaliyetleri açısından en dikkat çekici bölgelerden birisidir. Yeni ve Yakınçağlarda köle, altın ve baharat ticareti sömürgeci devletlerin Afrikaya olan ilgisini artırmıştır. Bu ilgi zamanla Afrikayı sömürgeci devletlerin rekabet alanı haline dönüştürmüştür. Bölgedeki rekabetin artması sonucunda sömürgeci devletler kıtadaki çatışmayı bir sisteme oturtma ihtiyacı hissetmişlerdir. Bu amaçla 15 Kasım 1884-26 Şubat 1885 tarihleri arasında Berlinde bir konferans toplanmıştır. Konferansta kabul edilen prensipler doğrultusunda Afrikanın Batılı devletler tarafından paylaşılması ve fiilen işgalinin önü açılmış, sözlü işgal yerini fiili işgale bırakmıştır. Böylelikle Berlin Konferansında Afrikanın sömürgeleştirilme süreci farklı bir boyut kazanmıştır. Esasen Afrikadaki sömürgecilik faaliyetleri değerlendirilirken daha çok sömürgeci devletlerin kıtadaki politikaları ele alınmıştır. Bu araştırmada Berlin Konferansının toplanma amacı, alınan kararlar ve bu kararların uygulanması hakkında bilgi verilecektir. Keza Osmanlı Devletinin konferansa yaklaşımı arşiv belgeleri ışığında değerlendirilecektir. Ayrıca Afrika kamuoyunun meseleye bakışı ve konferansı değerlendirme biçimi Gana, Kenya, Mozambik, Nijerya, Sierra Leone, Güney Afrika ve Zimbabve gibi Afrikanın çeşitli bölgelerinde İngilizce olarak yayımlanan gazeteler incelenecektir.
Colonialism has profoundly influenced the different dimensions and societies in the historical process. In fact, the African continent is one of the most notable regions in terms of colonial activities. In the new and recent times, the trade in slaves, gold and spices has increased the interest of the colonial states in Africa. This interest has over time transformed Africa into a competitive area of the colonial states. As a result of increased competition in the region, the colonial states felt the need to set the conflict on the continent into a system. For this purpose, a conference was held in Berlin between 15 November 1884 and 26 February 1885. In accordance with the principles adopted in the conference, the division of Africa by the Western states and the front of the actual occupation have left the “verbal occupation” instead of the “filical occupation”. Thus, at the Berlin Conference, the process of colonization of Africa gained a different dimension. Basically, the colonial activities in Africa were evaluated while more discussed the policies of the colonial states in the continent. This study will provide information about the purpose of the Berlin Conference meeting, the decisions taken and the implementation of these decisions. The approach of the Ottoman State to the conference will be assessed in the light of the archive documents. The African public’s view of the issue and the form of the conference assessment will also be examined by the newspapers published in English in various regions of Africa, such as Ghana, Kenya, Mozambique, Nigeria, Sierra Leone, South Africa and Zimbabwe.
