Osmanlı İmparatorluğu’nda on sekizinci yüzyılın sonlarında, iç ve dış nedenlerle askeri alanda başlayan modernleşme hareketleri, on dokuzuncu yüzyılla birlikte hız kazanmıştır. Bu dönemde yaşanan değişim ve dönüşüm tek bir alanla sınırlı olmaktan çıkarak, toplumsal, ekonomik ve siyasal alanları içeren daha kapsamlı bir biçime kavuşmuştur. Osmanlı modernleşmesinin eğitim ve basın gibi alanlarda görülen etkileri zihinsel alana yansıyarak muhalif bir aydınlar grubu ortaya çıkarmıştır. Dönemin örgütlü muhalif hareketlerini oluşturan ve zamansal açıdan birbirinin ardılı olan Yeni Osmanlılar ve Jön Türkler, bu değişimin tezahürüdür. Yeni Osmanlılar muhalif hareketlerin kurumsallaşması anlamında zihniyet değişiminin başlangıcı iken Jön Türkler kendi dönemsel şartları içerisinde Avrupa eksenli fikirlerle daha yakından temas halinde olan muhalif aydınlar grubunu oluşturmaktadır. Yeni Osmanlılar ve Jön Türkler öncülüğünde gelişen fikri tartışmalar ve ideolojik hareketlenmeler, Osmanlı’dan Cumhuriyet’e miras kalmıştır. Karşılaştırmalı yöntem benimseyen bu makale, Yeni Osmanlılar ve Jön Türkler hareketlerinin benzerlik ve farklılıklarını, ikincil kaynaklar üzerinden tartışmayı amaçlamaktadır. Karşılaştırma unsuru olarak muhalif grupların siyasal hedefleri, siyasal katılımı anlama biçimleri, toplumsal ve entelektüel kökenleri ve modernleşme projeleri ele alınmaktadır.
The modernization movements in the Ottoman Empire, which began in the military at the end of the eighteenth century, for internal and external reasons, gained speed with the nineteenth century. The change and transformation that has occurred during this period has come to a more comprehensive form that covers the social, economic and political spheres, from being limited to one field. The effects of the Ottoman modernization in the fields such as education and the press have been reflected in the mental field by a group of opposition lighters. The New Ottoman and the Yön Turks, who formed the organized opposition movements of the period and are temporarily followed each other, are the manifestation of this change. While the New Ottomans are the beginning of the mentality change in the sense of the institutionalization of the opposition movements, the Jön Turks form a group of opposition lights that are in closer contact with the European axis ideas within their periodic conditions. The ideological discussions and ideological movements developed under the leadership of the new Ottoman and the Yön Turks have been inherited from the Ottoman to the Republic. This article, which adopts a comparative method, aims to discuss the similarities and differences of the New Ottoman and Yön Turkish movements, through secondary sources. As a comparison element, the political objectives of the opposition groups, the forms of understanding of political participation, their social and intellectual origins and modernization projects are addressed.
