II. Dünya Savaşı sonrasında, izolasyonist politikasını terk eden ABD, küresel oyun kurucu rolünü üstlenmiştir. Bu dönemde tesis etmek istediği küresel serbest pazar ekonomisine ve demokratik rejimlere karşı en büyük engel yayılmacı Komünist rejimin büyük gücü Sovyetler Birliği’ydi. Realist bir çerçevede pragmatik hareket eden George Kennan’ın ortaya attığı “Çevreleme Politikası”, Komünist rejimin çevrelenmesini ve etki alanın azaltılmasını amaçlıyordu. Bu yaklaşımın ABD’nin ulusal güvenlik stratejisi olarak benimsenmesi, Soğuk Savaş döneminin de en öne çıkan güvenlik parametresidir. 90 sonrasında ise ABD’nin karşısında yeni bir güç olarak Çin Halk Cumhuriyeti çıkmaya başladı. Yükselen Çin’i uluslararası çıkarlarına tehdit olarak gören ABD, Çin’i çevreleyerek bu hızlı yükselişine bir son verebilir mi? In this study, in the light of the conceptual framework of the environmental policy, the implementability of a environmental policy against China will be examined.
