Abstract:

In the Turkish public administration, the municipalities have experienced various changes in their organizational structures and places within the social life in parallel with the development and change of social life. The local and social proximity between citizens and municipalities places municipalities as a complementary element within the central administration. These developments, along with the development of information and communication technologies, have brought together various problems in the management sense. In the Turkish public administration, the main reasons that negatively influence the interaction and communication between the administration and the relevant public are the paper-based, formalities-based bureaucratic structure that exists in the nature of the traditional management concept. Especially since the 1980s, the developments in information and communication technologies have led to radical changes in the provision of services in public administration. In this regard, the e-government in the national sense; in the local sense, the e-government application plays a vital role in achieving the modern understanding of management for the purpose of effective and efficient service. The "e-services" offered by the 30 metropolitan municipalities within the border of Turkey between December 2, 2020 and December 8, 2020 have been studied within the scope of information, interaction, processing and integration stages called the e-government maturity model/development stages in literature, subject to the method of content analysis through both corporate web pages and through the e-government platform. According to the results obtained, the municipalities are offering various applications to their stakeholders, and these applications are listed on the corporate web pages with similar names. In addition, it appears that the municipalities provide services for the information, interaction and processing stages in large proportion on the corporate web pages; it is noted that there is a small number of municipalities offering services for interaction and processing on the e-government platform.
