Abstract:

The period in which we live is seen as a period of rapid change not only in the field of data and technology, but also in the thought of traditional government administration. The usual forms of management are difficult to meet the needs and expectations of people along with these changes. While adapting to the information society, there have been opportunities around the world to increase the efficiency of the public sector, the private sector and the individual processes. These emerging opportunities have opened the way for new structures in the governments of the countries. During this period of constant change, a leadership idea as a guide to the innovation has also emerged in the public administration. The crisis and crisis management are the notions we constantly encounter in the national and international field, but if the crisis management fails, it loses the reputation of the institution by decreasing its reputation in the public. In this regard, spiritual factors are more reputable than material damage in times of crisis. Crisis management is the process of preventing possible crises in the organization, by showing the necessary consciousness to predict potential signs related to potential crises against potential crises, or in cases of crises that may suddenly arise, the minimum expenditure and the elimination of the loss.
