Maintaining a more interactive and high-satisfactedmake relationship with the society that deal with the services of the institutions becomes more possible with effective communication and public relations activities. In the conditions of the new millennium, public relations become an important tool for public institutions and organizations that prioritize citizen satisfaction and welfare as required by the social state principle. It should be underlined that public relations, which are so important in terms of relations with citizens, are also important in terms of institutional development. Because, expert public relations practitioners are also looking for various opportunities for a more effective process management by bringing innovation to institutions and organizations. Public institutions, which got rid of their heavy and bureaucratic structures, also develop a management approach that is more transparent and make less mistakes in decision mechanisms thanks to different public relations practices. In public institutions, as in the private sector, the establishment of public relations units that need a professional structuring is a necessary arrangement in terms of public service. Within the scope of this study, the functioning and work of public institutions in Sivas province are analyzed. The data obtained as a result of the interviews with the representatives of the public relations units of 14 institutions out of a total of 23 public institutions. As a result according to the expert personnel working in public institutions and organizations, insufficient number of experts in the institution, conflict between managers and employees and insufficient public relations budgets are considered among the micro factors that affect negatively in-house public relations.
