Engellilik, temelde toplumun bireye bakış açısından ileri gelen bir olgudur. Bireyin fiziksel veya zihinsel anlamda yetersizliği asıl engel durumunu oluşturmaz.Toplumların sahip olduğu dini, sosyal, ekonomik ve kültürel altyapı engellilere yönelik yaklaşım tarzını belirler.Engelli bireyler kamusal alanda görünürlüğü daha az istenen,sosyal yaşamın akışı içerisinde dezavantajlı olan grubu oluştururlar. Sosyal devlet anlayışı, fırsat eşitliği çerçevesinde her bireyin yaşama hakkını nasıl ki koruyorsa engelli bireylerin de -diğerlerinden farkı olmaksızın- haklarını korumakla görevlidir. Toplumsal düzenin sağlanmasında bireylerin sahip olduğu sosyo-ekonomik altyapı da etkilidir. Toplumun fertleri arasında, yaşam koşulları ne kadar iyi olursa ortaya çıkacak anomali durumu da az olacak veya hiç olmayacaktır. Toplumsal düzensizliğin temelini oluşturan etkenlerden biri de bireylerin işgücüne katılamamalarıdır. Bu bağlamda engellilere yönelik istihdam politikaları da toplumsal huzur ve refah açısından önemlidir. Engelli bireylerin yaşam koşulları içerisinde toplumla bütünleşmesini sağlayacak en temel etkenlerden biri de bizim onları kendilerine yetecek düzeyde hayatlarını organize edebilecek yeterliliğe sahip bireyler olarak görmemizdir. Ancak bu şekilde engeller ortadan kalkar. Bu çalışmada, engellilik kavramının Dünya Sağlık Örgütü (WHO) bağlamında tanımının ne olduğunun,engellilik sosyolojisinin tarihsel süreç içerisindeki gelişmelerden yola çıkarak sosyolojik temellendirmesinin nasıl gerçekleştiğinin, engelliliğe bakış açılarını ortaya koyan engellilik modellerinin neler olduğunun, Türkiye’de engelli bireylerin, anayasada, yasalarda, yönetmelik ve tüzüklerde sahip oldukları hakların neler olduğunun ve bu hakların sosyal, ekonomik, fiziksel ve kültürel çevrede engelli bireylere ne derece sağlandığının bir izdüşümü sunulmaktadır.
Disability is essentially a phenomenon advanced from the perspective of the individual. The individual’s physical or mental insufficiency does not constitute the main obstacle.The religious, social, economic and cultural infrastructure that the societies possess determines the approach to the disabled.The disabled individuals form a group of disadvantaged people in the social life stream, who are less desirable for visibility in the public space. The concept of social state, in the framework of equal opportunities, is the responsibility of protecting the rights of persons with disabilities – without distinction from others – as it protects the right of each individual to live. The socio-economic infrastructure that individuals have is also effective in ensuring the social order. Among the members of society, the better the living conditions will be, the anomaly that will arise will be less or no. One of the factors that form the foundation of social irregularity is that individuals are unable to participate in the labour force. In this context, employment policies for disabled people are also important for social peace and well-being. One of the most fundamental factors that will enable disabled individuals to integrate with society in their living conditions is that we see them as qualified individuals to organize their lives at a sufficient level for them. But in this way the obstacles disappear. This study provides an explanation of what the concept of disability is defined in the context of the World Health Organization (WHO), how disability sociology is based on developments in the historic process, what are the disability models that show their perspectives of disability, what are the rights that disabled individuals in Turkey, in the constitution, laws, regulations and regulations, and how much of these rights are provided to disabled individuals in the social, economic, physical and cultural environment.

One of thefactorswhichconsiststhebase of socialdisorderliness is not to be abletotakepart in employment. So, thepolicy of employmentfordisabledpeople is crucial in terms of socialpeaceandwelfare. One of thefundamentalfactorthatwillintegratedisabledpeoplewithsociety is toseethem as peoplewho can organize their life themselves. So, obstacles can only be eliminated in thisway. Inthisstudy, thenotion of disability is presentedfromthestandpoint of WHO and how sociolocicalestablishment of this Notion has occured. Whatdisabilitymodelsthat put theviewpointstodisabilityarealsopresented in thisstudy.
