2005 Sosyal Bilgiler Öğretim Programı İle 2015 Sosyal Bilgiler Taslak Öğretim Programı Üzerine Karşılaştırmalı Bir Çalışma

Mevcut Sosyal Bilgiler Öğretim Programları, 2005-2006 eğitim öğretim yılında yürürlüğe girmiştir. Dünyada sosyal, kültürel, ekonomik ve siyasal alanlarda meydana gelen gelişmelerin etkileri eğitim alanında da hissedilmiştir. Dünyada meydana gelen bu gelişmelerin eğitim faaliyetlerini etkilemesi kapsamında Türkiye’de MEB tarafından çeşitli derslerin öğretim programlarında değişiklikler yapılmakla beraber Sosyal Bilgiler dersi üzerinde yapılması planlanan düzenlemeler devam etmektedir. Son olarak 2015 yılında öğretim programlarında yapılan düzenlemeler kapsamında Sosyal Bilgiler Öğretim Programı taslak program şeklinde öğretmenlerin ve kamuoyunun görüşlerine sunulmuştur. Bu araştırmanın amacı, 2005-2006 eğitim öğretim yılında uygulamaya konulan Sosyal Bilgiler Öğretim Programları ile 2015 yılında yayınlanan Sosyal Bilgiler Taslak Öğretim Programını karşılaştırmaktır. Çalışmada nitel araştırma yöntemlerinden doküman incelemesi yöntemi kullanılmıştır. Verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Araştırma sonuçlarına göre 2015 Sosyal Bilgiler Taslak Öğretim Programındaki genel amaçların, öğrenme alanı ve kazanım sayılarının azaltıldığı tespit edilmiştir. 2015 Taslak Öğretim Programı genel anlamda incelendiğinde 2005 öğretim programında yer alan 17 genel amacın azaltılarak 8 genel amaç şeklinde sadeleştirilerek sunulduğu, öğrenme alanlarının 4. ve 5. sınıfta azaltıldığı, tüm sınıf düzeylerinde kazanımların sadeleştirilerek, etkin vatandaşlık, küreselleşme, hoşgörü, birlikte yaşama, çevre sorunları, sürdürülebilirlik gibi unsurların ön plana çıkarıldığı tespit edilmiştir. 2015 taslak programında ölçme ve değerlendirme anlayışının 2005 programında olduğu gibi öğrenci merkezli ve süreç odaklı olduğu tespit edilmiştir.

Today's Social Studies Curriculum, came into effect in the 2005-2006 academic year. In the World, impact of the development occurring in the social, cultural, economic and political field, has been felt in the education. Under the effects of these development occuring in the World to education activities, changes are made in various curriculum of the courses by the Ministry of Education in Turkey and arrangements that planned to perform for Social Studies Lesson are ongoing. According to scope of the arrangements made in 2015, Social Studies Curriculum has consulted teachers’ and the public’s review in the form of the draft program. The purpose of this study is to compare the Social Science Curriculum that implemented in the 2005-2006 academic year and Social Science Curriculum published in 2015. In the study, document analysis that is one of the qualitative research methods was used and descriptive analysis was used to analyze the data. According to results of the research, it has been found that the general purpose of the 2015 Social Studies Draft Curriculum has been reduced the number of learning areas and achievement. When 2015 draft curriculum investigated in general terms, It was determined that 17 general purpose included in 2005 academic program, was presented in the form of simplified to 8 general purpose, learning areas were reduced in 4 and 5 grade, factors such as active citizenship, globalization, tolerance, coexistence, environmental issues and sustainability were highlighted by simplification of gains. Mentality of measurement and evaluation in the 2015 draft program is student-centered and process-oriented as 2005 program.
