Kentleşme bir değişme sürecidir. Kentlerin asıl gelişmesi ise sanayi devriminden sonra olmuştur. Gelişmekte olan ülkeler kentleşmeyi, ileriye dönük, kalkınma hedeflerine varmada hızlandırıcı ve yön verici bir araç olarak kullanmakta ve kalkınma planlarını da bu doğrultuda hazırlamaktadırlar. Kentleşme, aynı zamanda o toplumda ekonomik ve toplumsal yapıyla da ilintilidir. Kentleşme olgusu, bir yandan ekonomik, sosyal ve teknolojik değişmelerin, diğer yandan bunlara bağlı gelişmeler sonucunda toplumun yapısında ve insanın tutum ve davranışlarında meydana gelen değişmeleri de kapsamaktadır. Bu nedenle kentleşmeyi tanımlarken o nüfus hareketini yaratan toplumsal ve ekonomik değişmelere de yer verilmesi gerekir. Bu amaçla kentleşme, “sanayileşmeye ve ekonomik gelişmeye koşut olarak kent sayısının artması bugünkü kentlerin büyümesi sonucunu doğuran, toplum yapısında artan oranda örgütleşme, işbölümü ve uzmanlaşma yaratan, insan davranış ve ilişkilerinde kentlere özgü değişikliklere yol açan bir nüfus birikim süreci” olarak tanımlanabilir. Kentleşme sonucunda insanların hem doğayla, hem toplumla, hem de birbirleriyle olan ilişkileri köklü olarak değişmektedir. Bu nedenle kentleşme kavramı toplumsal kalkınma kavramı ile birlikte ele alınmalıdır. Toplumsal kalkınma, makro düzeyde her ülke için mikro düzeyde ise her şehir ve bölge için önemli bir süreçtir. Kalkınma sadece ekonomik değil insani, sosyal, siyasal ve kültürel aşamaları da olan bir süreçtir. Bingöl ve yöresi, eko–turizmi için kaçınılmaz bir fırsattır. Yörenin kültürel zenginlikleri, doğal ayrıcalıkları ve bölge insanının donanımı, gecikmiş de olsa kültür turizminin boyutunun geliştirilmesi ve bunun için alt yapının hazırlanması gerekli görülmektedir. Bölgelerarası sosyo-ekonomik gelişmişlik farklılıkları diğer ülkelerde olduğu gibi ülkemizde de görülmektedir. Genel bir ifadeyle, Bingöl’ün sosyo-ekonomik gelişmişlik düzeyinin, ülke genelinin çok altında olduğu söylenebilir. Bu çalışmada, kentleşme sürecinde Bingöl ilinin sosyo-kültürel ve ekonomik durumu üzerine genel bir değerlendirmede bulunulmuştur. Bingöl, doğal ve turistik değerler bakımından oldukça zengin bir potansiyele sahip olmasına rağmen, iç ve dış turizm açısından yeterli bir gelişme sağlanamamıştır.
Urbanization is a transition process. The actual development of the city is started after the industrial revolution. The developing countries uses urbanization as an accelerator and collimator tool to reach prudential development goals and these countries prepare the development plans in this direction. At the same time, urbanization is also linked with the economic and social of the society. ;The urbanization fact includes the economic, social and technological change. On the other hand, this fact contains the changes which are occurred in the structure of society and people’s attitudes and behaviors. Therefore, when defining the urbanization, it is better to include the social and economic changes which create this population movement. For this purpose, the urbanization is defined as” Procreator that means increasing the number of cities results enlargement of cities in parallel with industrialization and economic development, it increasingly creates an organization, the division of labor and specialization in the structure of society, and it is a population accumulation causing the unique changes in human behaviors and relationships in cities. As a result of urbanization, people’s relationship with nature, and society, also the relationship with each other are fundamentally changed. Therefore, the concept of urbanization must be considered together with the concept of social development. Social development is a important process for every country in macro level and for every region and city in micro level. Development is not only economical; it is such a process that has also humanitarian, social, political and cultural steps. Bingol and environment is a good opportunity that shold not be lost for eco-tourism. Developing cultural treasures, natural privileges, equipment of residents of the region; albeit belated; the size of cultural tourism and preparing infrastructure for these are thougt to be crucial. Inter regional socio-economic development differences is seen in Turkey as in other countries. Generally speaking, it is obvious that socio-economic developmentlevel of Bingöl is well below the country average. In this study, there is an overall assessment on socio-cultural and economic situation of Bingöl city during the urbanization process. Although the city has a great potential of natural and social tourism, domestic and foreign tourism have not developed enough.
