Journal publishing has emerged differently from newspaper publishing since the 17th century historically. “The Journal of Sciences (Mecmua-i Fünun)” was the first social sciences journal published in our country and dated 1862. There exists challenging struggles in this area, which is advanced by ambitious and pretentious ones along with youths and aspired ones. The Journal of Conservatism, which has started to be published in 2004, could be considered in the flower of its youth and publishes articles in the sphere of social sciences. In its first issue, the Journal focused on the historical development of conservatism, which emerged during and after the French revolution, starting from the thoughts of Edmund Burke, who transformed conservatism into an ideology. In introduction part of the Journal’s first issue, it is stated that the aims are to accelerate ambiguities in terminology and lack of knowledge in conservatism, fulfil the gap in Turkish literature and encourage studies on this matter. Articles on public administration were also published within the journal but rarely. Public administration reflects not only a country’s administrative structure and functioning but also its administrative mentality. The transformation of political thoughts in decisions and their application in practice following bureaucratic channels are vital for a country. This field is filled with western thoughts and techniques, which are also deemed as contemporary administrative approaches. As a matter of fact, both public administration department and public administration discipline have an identity which does not take into account the our country’s knowledge of the past and which transfers that knowledge. As because, this identity was originated from western culture and rationality it could not set free itself from being outlander and be harmonised. This picture is not only a scene to be watched. Thus, these templates, which had taken the place of local and national thoughts and methods, are not only transformed from bureaucratic positions and actors but also from whole society. It is obvious that the current state of affairs is acknowledged under westernization and within the terms of modernization. Unfortunately, societies, which cannot develop their own administrative structures, would not easily be freed from their addiction to action of transfer. This study is an analysis concerning the public administration understanding in The Journal of Conservatism.
