For the continuation and stability of social life, the individuals are expected to act in a framework of certain rules in society and comply with legal rules in their relationship with the other individuals. Also, in modern states based on state of law and democratic principles, those keeping hold of the power are responsive to society. The public that is source of power uses this power through the various organs. Members of jurisdiction, who are the actors of jurisdiction forming the third leg of the principle of separation of power, account to law and their own consciences. In view of this, in realization of state of law, that members of jurisdiction act proper to the ethical values has importance. Today, in many countries and our country, trust to state and especially to jurisdiction are at the relatively low levels. The reliability and legislation of jurisdiction system before citizen is directly related to the belief regarding how jurisdiction system operates. In this context, it is considerably important to be able to analyze the thoughts of citizens about whether or not members of jurisdiction behave ethically, their attitudes related to jurisdiction system, their experiences with court, and how and at what extent these experiences affect their trust to jurisdiction In this direction, the aim and problem of the study were determined as dealing with and examining in terms of ethical values. The study was prepared by utilizing the project titled “Jurisdiction Ethics as A Social Value and Perception of Society toward Trust to Jurisdiction”, which was supported by Coordinatorship of Scientific Study Projects, Necmettin Erbakan University, with the project number of 141721001.
