Ibn Haldun supports that the power that govern state based on strenght and have ability to force society to obey it. Law obtains its sanction power from this.We think that this point explains the insufficiency of rules related to the establishment and functioning of state. In my opinion, Islamic jurists who lived in monarchies that the powers forcibly seized by wars, consider that the establishment of rules about the state is not beneficial regarding the sanction power that is one of important elements of law and that there is not any superior organisation to enforce rules against power.
