Innovation is one of the fundamental factors which enables countries to gain global competitive advantage. For Turkey, it is highly important to know how much of this advantage it possesses during EU harmonization process. For this reason, this study aims to determine Turkey’s innovation performance against selected EU countries and candidate countries. In this study, 53 innovation indicators from Community Innovation Survey-2012 were chosen. The related data from 2010 to 2012 was used including the last 11 countries participated in EU, Serbia, which is a candidate country, and Turkey. After factor analysis was carried out, cluster analysis was done according to the findings. For cluster analysis, one of the hierarchical cluster analysis methods, Ward method, was preferred. Findings revealed that countries were grouped as five clusters regarding their innovation performance. Turkey was ranked in the same cluster with Serbia and Malta.
