Abstract enGovernmental system or regime in Turkey is really controversial issue. Changing the governmental system is more than Constitutional systems’ change and it differentiates the state’s founding philosophy, according to some. Otherwise, its’ arguing that some of the crises in history depends that the parliamentary system. So, it is stated that the governmental system change is necessary for not to encounter with the same problems. The Second Constitutional Era of the Ottoman Empire constituted parliamentary system. Parliamentary democracy was governmental system of 1921 Constitution of the Republic of Turkey. 1924 Constitution constituted a middle regime between parliamentary democracy and parliamentary system. 1961 Constitution and 1982 Constitutions’ original governmental system was parliamentary system. 2007 Constitutional amendments have changed the 1982 Constitution’s governmental system because the direct election of the president. Direct election of the president transformed the Constitution’s governmental system as a semi-presidential system, although still keeps’ most of the parliamentary system instruments. Governmental system should be presidential system according to discussions on the new constitutional amendment. Powerful and stabilized executive branch is necessary to develop the country. On the other side, parliamentary system is still considering as ideal governance because of risks about authoritarian rule with the presidential system. By the way, presidential system should evaluate with all details because all system has some risks. But especially considering some historical crises on politics and law depends that parliamentary system strengthens the thesis to adopt presidential system
