Despite extensive literature searches there appears to be little research which is concerned specifically with primary school supervisors' development. The purpose of this qualitative study was to investigate the career phases and professional achievement of Primary Education Inspectors who undertake defined tasks in almost all educational and training institutions other than those of secondary education. The data of this research was collected with the use of a semi constructed interviews. During the development of the interviews questions, expert advice and opinion were obtained, pilot study were administered, and the final form of the interviews programmes was given following advisory consultations. A total of 39 primary education inspectors were interviewed. The data from these interviews was classified according to predefined terms. The evaluation of the data indicated comparable similarities at certain experience years. Inspectors were classified according to the "Teachers' Career Phases" defined by Bakioğlu (1996). Of 39 inspectors interviewed, eight were at the Career Entry Phase, eight were at the Stabilisation Phase, seven were at Experimentalism and Activism Phase, seven were at the Expertise Phase, four were at the Serenity Phase, and five were at the Retiral Phase. The data obtained from these interviews was evaluated under eight main headings and content analyses were made. The results of the research demonstrated that there were distinguished phases in the careers of primary education inspectors, and that their developmental needs, preferences for field of work, and utilization of their potential and creativity exhibited differences according to their career phases. Moreover, distinguishable characteristics were observed in their sensibility, perception, and communication levels at each phase. Identification of career phases of primary education inspectors and meeting the developmental needs at each phase will improve professional achievement and effectiveness. Further research aimed at a more detailed evaluation of this data will be beneficial. Key words: Careeer phases, primary school supervisors
