Türkiye, 1996 yılında Gümrük Birliği’ne dâhil olmuş ve bu dönemden itibaren Avrupa Birliği (AB)’den gelen işlenmiş tarım ürünü ve sanayi mallarına yönelik tüm gümrük vergisi ve eş etkili tedbirlere yönelik uygulamalarını tamamen yürürlükten kaldırmıştır. Böylece Türkiye ekonomik bütünleşme sürecinde çok önemli bir adım atmıştır. Türkiye Gümrük Birliği’ne başlarken toplam dış ticaretinin yarısını aşan kısmını AB ile gerçekleştirirken, son yıllarda bu payında önemli azalışlar ortaya çıkmıştır. Bu bağlamda, ithalat noktasında Rusya Federasyonu, İran ve Çin’in ihracat noktasında ise, Irak başta olmak üzere diğer Yakın ve Orta Doğu ülkelerinin ön plana çıkmış olmaları önem arz etmektedir. 2008 küresel finans krizini takip eden süreçte AB ekonomilerinde yaşanan resesyon ve tüketim daralmasının Türkiye ile AB arasındaki ticarete önemli etkileri olmuştur. Bu çalışmada Gümrük Birliği sürecinin başladığı 1 Ocak 1996 tarihinden günümüze kadar Türkiye’nin dış ticaretindeki yapısal dönüşüm incelenmiştir.
Turkey began the membership in the Customs Union In 1996. From this period on, Turkey completely removed all customs duties and measures and its equivalent effects related to the processed agricultural products and industrial goods imported from European Union countries, Thus, Turkey has taken a very important step in the process of economic integration. Turkey realised just a little more over the half of its foreign trade at the beginning of the Customs Union, In recent years, the foreign trade composition of Turkey has dramatically changed. In this context, the fact that at the point of import the Russian Federation, Iran and China; and also, at the point of export, Iraq and other Middle Eastern countries nearby, in particular, have come to the fore is very important. In addition, it has been seen that the EU economy during the global financial crisis, recession and contraction in consumption have adversely affected the trade between Turkey and the EU.
