Ülkeler siyasal yapıları ve kültürleri bağlamında belirledikleri hükümet sistemleri ile yönetilirler. Hükümet sistemleriyle ile ilgili genel olarak “Başkanlık Sistemi, Yarı- Başkanlık Sistemi ve Parlamenter Sistem” olmak üzere ayrıma gidilmiştir. Ülkelerin yönetim şekli kendi içerisinde farklı düzenlemelere ve uygulamalara konu olsa bile bu genel hükümet sistemleri içerisinde değerlendirmeye tabi tutulurlar. Bu genellemenin dışında ülkeler arasında ülkelerin demokrasi seviyesiyle de ayrım yapılmaktadır. Ülkelerin demokrasi seviyesiyle ilgili araştırma ve genelleme yapan kuruluşların raporlarında belirlenen demokratik değerler ölçüsünde ülkeler sıralamaya tabi tutulmakta ve ülkeler demokratik, kusurlu demokrasiler, hibrit rejimler ve otoriter rejimler şeklinde ayrım yapılmaktadır. Bu çalışmanın amacı hibrit rejimlerdeki hükümet sistemlerinin neler olduğunu, hangi hükümet sisteminin daha fazla olduğunu, Economist Dergisi ve Freedomhouse araştırma merkezi tarafından 2006 yılından itibaren yapılan değerlendirmeye göre ortaya çıkarmaktır. Bu doğrultuda öncelikle hükümet sistemleri ile hibrit rejim kavramı kuramsal olarak kısaca açıklandıktan sonra değerlendirme ölçütü olarak ele alınan hususlar ile hükümet sistemleri arasındaki ilişki açıklanmış ve Economist Dergisi ve Freedomhouse araştırma merkezi verilerine göre hibrit rejim olarak belirtilen ülkelerin hükümet sistemleri incelenmiştir.
The countries are governed by the government systems they define in the context of their political structures and cultures. The government system has been separated in general, including the “Presidential System, Half-Presidential System and Parliamentary System”. Even if the form of governance of the countries is subject to different regulations and practices within themselves, they are subject to assessment within these general governance systems. In addition to this generalization, the level of democracy between countries is also distinguished. The countries are classified according to the measures of democratic values determined in the reports of the organizations that research and generalize the levels of democracy of countries, and the countries are distinguished in the form of democratic, defective democracies, hybrid regimes and authority regimes. The aim of this study is to reveal what the government systems in hybrid regimes are, which government systems are more, according to an assessment by the Economist Magazine and Freedomhouse Research Center since 2006. In this regard, the relationship between the facts and the government systems which are considered as an assessment criterion first and later theoretically briefly explained the concept of the hybrid regime and the government systems of the countries referred to as the hybrid regime according to the Economist Journal and Freedomhouse Research Center data.
