Aralık 2017’de Başkan Trump’ın imzasıyla yayınlanan yeni ABD Ulusal Güvenlik Stratejisi aynı zamanda pek çok tartışmayı da beraberinde getirmiştir. Doküman, dünyadaki çatışma ve rekabet alanlarını doğru bir şekilde tasvir etmekle birlikte, çareyi klasik realist politikaların ısrarlı uygulanmasında arama gibi tehlikeli bir tercihe dayamıştır. Bu Ulusal Güvenlik Stratejisi’nin verdiği en önemli mesaj, temel aldığı “realist” düşünceyi ABD yönetiminin izleyeceği küresel politikaların merkezine yerleştirmiş olmasıdır. Temelinde her zaman çatışma potansiyeli olan bu ortamda varlığını korumak, çıkar ve güvenliğini sağlamak için devletlerin giriştiği güç mücadelesinin gerektiğinde savaşa dönüşmesi doğal bir süreç olarak kabul edilir (Heywood, 1997, s.130; Morgenthau, 1993). Esasında, uluslararası yapıyı belirleyen büyük devletlerin tavrıdır, diğer devletler güç dağılımına göre konumlarını belirlemeye gayret ederler. ABD’nin küresel boyuttaki bu çatışmacı politikası, Türkiye dâhil hiçbir ülkenin uzak duramayacağı pek çok riskleri barındırdığından dolayı ayrıca önem arz etmektedir. Ulusal Güvenlik Stratejisi’nin giriş bölümünde Başkan Trump tarafından ABD’ye yönelik tehditler belirtiliyor. K.Kore ve İran’ı zorba rejimler olarak tanımlayarak, bu ülkelerin nükleer silah geliştirmeye çalıştıklarını ve ellerindeki füzelerle tüm dünyayı tehdit ettiklerini açıklıyor. Radikal İslami terör gruplarının sadece Ortadoğu’da değil tüm ülkeler için bir tehdit oluşturduğunun altı çiziliyor.Rusya ve Çin’in saldırgan bir şekilde, küresel boyutta ABD menfaatlerine zarar verdiğini belirterek bunlarla mücadele edileceğini açıklıyor. Dokümanda, Trump’ın yabancı düşmanlığını öne çıkaran söylem ve uygulamalarını daha da sertleştirerek sürdüreceği görülmekte. Önce Amerika diyen bu Ulusal Güvenlik Stratejisi’nin “realizm” prensiplerinin esas alındığı bir strateji olduğunun altı çiziliyor. Ulusal Güvenlik Stratejisi’nin üçüncü bölümü olan barışı kuvvet yoluyla koruma başlığı altında; ABD’nin rekabet avantajlarını yenileyerek, askeri savunma sanayi, nükleer kuvvetler, uzay, siber alanlar, istihbarat, konularında izlenecek yöntemler belirtiliyor. Dördüncü bölümde; Amerika’nın dünyadaki etkisini geliştirmek maksadıyla, yeni ortaklıklar kurarak çok taraflı uluslararası ortamlarda daha iyi sonuçlar başarma ve Amerikan değerlerini üstün kılma gayretleri açıklanmaktadır. Beşinci bölümde, ABD’nin bölgesel boyutta (Hint-Pasifik, Avrupa, Ortadoğu, Güney ve Merkez Asya, Batı Yarımküre ve Afrika) izleyeceği stratejiler vurgulanmaktadır. Dokümanda, bir diğer önemli rekabet alanı olan bilginin (veri) altını çizmekte, bilgi üzerinde sürdürülen yarışın dünyadaki politik, ekonomik ve askeri rekabeti hızlandırdığı vurgulanmaktadır. Bilginin, tıpkı enerji gibi, Amerikan ekonomik refahını ve onun dünyadaki stratejik pozisyonunu şekillendireceği tespiti yapılmıştır.
This article introduces and evaluates Trump’s National Security Strategy announced in December 2017. Although the document accurately portrays the area of conflict and competition in the world, it points out a risky strategic concept, realism, to purse. The most important message given by this national security strategy is that it puts the “realist thought” at the center of global policies that the US administration will follow. According to realism, it is a normal process in the international environment, which always has a potential of conflict, the power struggle between states can easily turn into a war, if necessary to protect the state’s existence and to ensure their interests and security. In fact, it is the attitude of the big states that determine the international structure, other states try to determine their position according to the power distribution. This aggressive global policy of the US comprises many risks that no country can stay away, including Turkey. President Trump highlights threats against the United States at the introduction part. Describing North Korea and Iran as tyrannical regimes, he explains that these countries are trying to develop nuclear weapons and threaten the whole world with their missiles. Saying that Russia and China are aggressively damaging US interests in a global dimension, he explains the determination of his administration to fight with them. The third part of the strategy, under the heading of protecting peace through force; it is described the ways how to renew the competitive advantages of the US, military defense industry, nuclear forces, space, cyber areas, intelligence. In the document, it highlights the information (data), another important area of competition, emphasizing that the race on the information accelerates the political, economic and military competition in the world. It has been determined that information, like energy, will shape American economic well-being and its strategic position in the world.
