Abstract:

Afetlerin bireyler ve toplumlar üzerindeki etkilerinin sona ermesi günler, aylar hatta yıllar alabilmektedir. Afetler sosyal yaşamın kesintiye uğramasına, insan yaşamı ve malvarlıklarının zarar görmesine neden olur. Afetlerin kısa ve uzun dönemli etkileri fiziksel, psikolojik ve/veya sosyal nitelikli olabilmektedir. Türkiye, tarihi boyunca, sık sık beklenmeyen ölümlere, yaralanmalara ve mal kayıplarına yol açan doğal ve insan kaynaklı afetler geçirmiştir. Türkiye’de mevcut afet yönetimi sisteminin yeniden düzenlenmesi gerekmektedir. Oluşturulacak yeni bir afet yönetimi sisteminin başarısı büyük oranda hükümetlerin her düzeydeki ve özellikle yerel düzeydeki örgütler ile özel sektörün aktif katılımlarına bağımlı olacaktır
