In Turkey, German and French languages are widely taught as the second foreign language among secondary education institutions except for prep classes and private schools. Literature and field observations suggest a number of problems resulting from varying factors in second foreign language teaching. This study aims to determine the problems encountered in second foreign language teaching in Turkey according to the following factors: student, teacher/ teaching member, teaching programme management and family. This study further aims to develop suggestions for second foreign language teaching to be more efficient and beneficial. For the data collection, researchers prepared eight questions and participants consisted of highschool and university students gave written answers. We used content analysis to assess the answers of the participants in comparison. Results suggest that second foreign language teaching in high schools and universities were not viewed to be sufficient. Also, students reported a number of problems arising from students, teachers, teaching programme, management and families. According to the findings of the study, the development of second foreign language teaching in highschools and universities requires significant effort and regulations in the context of students, teachers, teaching programme, management, education politics and families
