Kent ve kentlilik olguları, geleneğin karşısında değişimi yakından izleyen ve uygulayan dinamik bir yapı olarak modernliği sembolize etmektedir. Modern kentlerde, giderek artan ve karmaşıklaşan insan ihtiyaçlarının karşılanması için kent içi ulaşımdan başlayarak, güvenlik, enerji, su ve atık yönetimi, konut ve yaşam, kamusal hizmetler gibi sayısız alanda yapılan çalışmalar bir yandan kentlinin rahat ve huzur içinde yaşamasını hedeflerken, diğer yandan giderek artan sorunları beraberinde getirmektedir. Araştırmalar, çevresel felaketlerin en önemli kaynağı olarak sanayileşme ve kent yaşamını göstermekte, çözüm üretilememesi halinde çevresel sorunların dünya yaşamının sonunu hazırlayabileceği endişeleri dillendirilmektedir. Ancak, günümüzde bilgi iletişim teknolojilerinin ketsel yaşama dönük uygulamalarından elde edilen sonuçlar, insanlığın ve kentlerin geleceği için bir umut oluşturmaya başlamaktadır. Çevre dostu akıllı kent (Smartcity) uygulamaları hızla artmakta, başarılı uygulamalar model oluşturmakta ve başarılı modeller dünyanın çeşitli bölgelerinde hayata geçirilmektedir. İletişim teknolojilerinin sağladığı “anlık haberleşme” sayesinde her başarılı kentsel uygulama kısa sürede dünyanın herhangi bir yöresinden öğrenilebilmektedir. Sürdürülebilirlik, ekonomik gelişim ve yaşam kalitesinin arttırılmasını amaçlayan akıllı kent uygulamaları, çözüm odaklı, yenilikçi, çevreci, yaşanılabilir kentler konusunda planlama, işletme ve uygulama süreçlerinde yeni bakış açılarının gelişmesine katkı sağlarken, eko-teknolojik uygulamalarla çevreye verilen zarar en aza indirilmeye çalışılmaktadır. Bir yandan maliyetler düşürülerek tasarruf sağlanırken, diğer yandan akıllı ve ekolojik dengeyi gözeten kentler, daha yaşanılır bir dünya için umut oluşturmaktadırlar. Bu anlamda Sivas Belediyesi de dünyadaki kentsel gelişmeleri yakından izlemektedir. Günümüz dünyası kent olgusu açısından önemli ve tarihsel bir dönüşüm sürecindedir. Bu dönüşüm çevre sorunlarının ortadan kaldırılması ve dünyanın geleceğinin güvence altına alınması noktasında gerekli ve zorunludur. Dolayısıyla çalışma, bu dönüşüm sürecini dikkate alarak, akıllı kent uygulamalarının kısa dönemli somut verilerinden hareketle çevresel sorunların gelecekte en aza indirilebileceğini ve kentlilerin bilgi-iletişim teknolojilerinin sunduğu olanaklarla daha konforlu yaşam sürebileceklerini ortaya koymayı amaçlamaktadır. Önemli dünya kentlerindeki uygulama örneklerinden elde edilen sonuçlar doğrultusunda ülkemizden Orta Anadolu’da bir kent (Sivas) örnek olarak alınmış, uygulamalar incelenerek, literatür taraması ve mülakat tekniği ile elde edilen bilgiler ışığında bir durum tespiti ortaya konmaya çalışılmıştır.
The phenomenon of urbanity and urbanity symbolizes modernity as a dynamic structure that closely monitor and implements change against customs. In order to meet the growing and complex human needs in modern cities, numerous activities - from urban transportation to services such as security, energy, water and waste management, housing and life, and public services - aim to ensure that citizens live comfortably and peacefully. However, such activities bring ever increasing problems. Research shows that industrialization and urban life are the most important sources of environmental disasters and emphasizes the concerns that environmental problems can spell disaster for the end of the life on earth if no solutions can be created. Having said that, today, the results obtained from the applications of information and communication technologies developed for urban life have begun to create an hope for the future of humanity and cities. Environmentally friendly smart city applications are increasing rapidly, successful applications are becoming models, and successful models are put into practice in a variety of regions of the world. With the help of the "instant communication" capability provided by communication technologies, any successful urban practice can be learned from any region of the world in a short period of time. Smart city applications targeting sustainability, economic development and improvement of the quality of life contribute to the development of new perspectives in planning, operation and implementation processes in terms of solution-oriented, innovative and environmentalist cities, and cities that are worth living in. At the same time, attempts are made through eco-technological applications to minimize the damage caused to the environment. Costs are reduced and savings are achieved on the one hand; and on the other hand, cities that are smart and that observe ecological balance create a hope for a more livable world. In this sense, Sivas Municipality also closely monitors urban developments in the world. Today’s world is in an essential and historical transformation process in terms of the urban phenomenon. This transformation is necessary and even mandatory in order to resolve environmental problems and to secure the future of the world. Therefore, by taking this transformation process into consideration, this study aims to demonstrate that environmental problems can be minimized in the future based on short-term tangible data of smart city applications and that urban citizens can live more comfortably with the opportunities offered through information and communication technologies. In line with the results from the examples of applications in important cities of the world, a city (Sivas) in the Central Anatolian Region of Turkey was taken as an example. An attempt was made by examining the applications to exercise due diligence in light of the information obtained through a literature review and the interview technique.
