Abstract:

The sub-specialized unit established by the Commission for assistance to crises, disasters and areas where human life needs are determined outside the EU Member State is the main subject of our ECHO work. The humanitarian aid and civil protection unit associated with the EU Commission, ECHO, has been established on a legal basis like other EU institutions in terms of legislative structure, historical development and way of operation. Zira is an entity that has no direct activity in terms of its operation but is effective in terms of the budget and contribution it provides. Established in 1992 and winning legal foundation in 1996, the unit has expanded and structured this ground with Council decisions and regulations. The study first addressed a general introduction to human rights in Europe, and then examined the legal structure of the ECHO, whether corporate or necessary. The ECHO decision-making mechanism and its effectiveness have been discussed and the process of aid through the example area and countries. Finally, the ECHO has studied the latest status of its effectiveness for the EU and the countries to which it is assisted and how active it is.
