“Saving” means “being prudent” among the people. It means the use of the resources that people have in the most proper and intelligent manner. The idea of saving in Turkey started with the foreign indebtedness and foreign commercial agreements in the last period of the Ottoman State. The establishment of the Duyûn u Umûmîye İdaresi (the Management of General Debts) and financial imprisonments caused that the National Economy idea was shaped in the minds of the Ottoman intellectual people in the late 19th Century. The National Economy idea came to the forefront in the management of İttihat and Terakki. The National Economy policy stayed in power until the end of the 1st World War. However, the harsh conditions of the war years left major wreckages to the newly established Turkish state in terms of finance and economy. The TBMM Government took extraordinary measures and started a new economic process that was based on the Misâk-ı Millî (National Oath) principles. The Izmir Economy Congress, which convened between the dates February 17-March 4, 1923, the decisions of the Misâk-ı İktisadî (Economic Oath) were accepted. In the period when the fruits of the economic campaign were being received, an economic crisis surrounded the world as of 1929 and influenced Turkey, and the war-winds that blew after this crisis caused that the economic balance went upside-down. As of 1929, Turkey took some precautions against the World Economic Crisis. In order to perform them, a new institution, the National Economy and Savings Association, was established. The association was welcomed with great interest in a short time, and opened 273 branches throughout the country. The activities of the association were intended to teach how national capital could be saved with the help of national saving. For this purpose, as of 1929, every year Savings and National Products Weeks were organized on 12-18 December. Savings and National Products Week activities were celebrated with great enthusiasm in the whole country as well as in the Malatya Community Center
