Geçmişin izlerini taşıyan arkeolojik varlıklar, sahip oldukları kültürel katmanlar ile geçmiş ve bugün arasındaki güçlü mekânsal ve zamansal ilişkiler ile ait oldukları dönemin insan davranışlarını ve sosyal süreçleri tanımlamada yardımcı olabilecek bilgi kaynaklarıdır. Toplumun kollektif bilinç ürünü olan bu bilgi kaynaklarının korunması toplumların geleneksel kültürel değerlerinin ve buna bağlı olarak öz benlik ve kimlik duygusunun geliştirilmesi için önemlidir. Bu kapsamda toplumların bugüne bıraktıkları arkeolojik miras olarak arkeolojik sitlerde sürdürülebilir koruma-geliştirme stratejilerinin belirlenmesi konusu gündeme gelmektedir. Bu noktadan hareketle bu makalenin amacı; koruma pratiklerinin uygulanmasında başarılı örnekleri ihtiva eden ABD’deki koruma stratejilerinin Türkiye’deki yasal yönetsel çerçeve ortaya konularak, örnekler üzerinden karşılaştırılması ve mevcut durum ile ilgili tespit edilen sorunların ortaya konulması ve çözümüne yönelik öneriler geliştirilmesidir.
Archaeological beings carrying traces of the past are sources of information that can help identify the human behaviors and social processes of the time they belong to, with the cultural layers they possess, with the strong spatial and time relations between the past and today. The preservation of these information sources, which are the product of collective consciousness of society, is important for the development of the traditional cultural values of communities and, consequently, the sense of self and identity. In this context, it is the subject of the determination of sustainable conservation and development strategies in archaeological sites as the archaeological heritage that communities have left to date. From this point on, the purpose of this article is to present the legal and administrative framework of the protection strategies in the United States, which contain successful examples in the implementation of protection practices, to compare through examples and develop suggestions for the identification and resolution of the problems identified in relation to the current situation.
Archeological properties, bearing the marks of the past, are the information sources for providing assistance on the definition of the strong spatial and temporal relations between the past and today thanks to the cultural layers that they own, as well as the human behaviors and social processes of the related processes. Protection of these information sources, which are the collective conscious product of society, are of great importance for developing the traditional cultural values of the societies, and accordingly the senses of self and identity. Within this scope, it comes to the fore for the sustainable protection-development strategies to be determined for archeological sites, bequeathed by the societies to today’s world. From this point of view, the objective of this article is to compare the protection strategies of USA comprising of the successful examples in terms of the implementation of protection practices by being set forth within the scope of legal and administrative aspects in Turkey, to express the detected problems with regards to the current situation, and to offer solutions for these problems.
