Artan eşitsizlikler kentlerde giderek artan bir işsizler ordusuna, sokak çocuklarına, marjinal mesleklerde çalışan bireyler ordusuna (işportacılar, sokak satıcıları vb.), dilencilere ve evsizler sorununa yol açmaktadır. Son dönemlerde çeşitli nedenlerden dolayı bu kesimlerin görünürlüklerinde bir artış olmuştur. Bunun en önemli nedenleri olarak kentleşme, küreselleşme, yeni kamu yönetimi ve yeni kamu işletmeciliği anlayışlarının uygulamaya geçilmesi, yeni kurumsal iktisat anlayışının benimsenmesi olabilir. Bu gelişmeler ülkemizde merkezi yönetimin politikaları yanında yerel yönetimleri de yoksullukla mücadelede temel birimlerden birisi haline getirmiştir. Bu çalışma ile yerel ölçekte karşılığı 6360 sayılı yasa üzerinden belediyelerin sorumluluk alanı içerisinde kentsel yoksullukla mücadelede sosyal uygulamaları değerlendirilirken sosyal faaliyetlerin neresinde durdukları Malatya Büyükşehir Belediyesi örneğinde anlatılacaktır. Çalışma nitel bir çalışma olup kaynak tarama yöntemi kullanılmış, veriler birincil kaynak olan Malatya Büyükşehir Belediyesinden elde edilerek 6360 sayılı Büyükşehir Belediye yasası çerçevesinde Kentsel yoksullukla mücadelede Malatya Büyükşehir Belediyesinin 2003-2015 yılları arasında yapmış olduğu faaliyetlerin nitel ve nicel açıdan değişimi yıllar itibariyle ortaya konularak farklı açılardan değerlendirilmeye tabi tutulmuştur. Araştırmanın bulgularına göre; yoksullara verilen sağlık hizmetlerinde yıllar itibariyle önemli azalışlar yaşanırken diğer sosyal hizmet alanlarında ise artışlar görülmüştür. Sonuç bölümünde bu değişimin nedenleri ortaya konulurken sorunların çözümüne ilişkin birtakım önerilere yer verilmiştir.

The increasing inequalities have been causing a growing army of individuals working in marginal jobs (street vendors, etc), beggars and homeless. There has recently been an increase in the visibility of these segments for various reasons. The most important reasons for these can be urbanization, globalization, new public administration, the implementation of the new public management, and the adoption of the new institutional economic approach. These developments have made local administrations as well as the policies of the central management one of the basic units in the fight against poverty. In this study, it will be discussed what social activities municipalities carry out in the fight against urban poverty which is their responsibility as required by law 6360 on a local scale. This is a qualitative study in which the method of literature review has been used. The data have been obtained from Malatya Metropolitan Municipality which provides with the primary source and the data have been evaluated from different points of view by revealing the qualitative and quantitative change of the activities of Malatya Metropolitan Municipality between the years of 2005 and 2015 in the fight against urban poverty within the framework of Metropolitan Municipality law no 6360. According to the findings of the research, on one side there have been considerable decreases in the health services provided for the poor over the years, on the other side there have been increases in other social services. In the chapter of the results, the reasons for these changes have been discussed and a number of suggestions have been made for the solution of the problems.
