Local authorities existing in the structure of today's states' public administration have historical and communal basis. Autonomy is the difference of these administrations. This local autonomy subject has developed as city autonomy up to today. Because cities/city communities already exist for a long time as social and economic centre of strength besides center. Therefore, today's local authorities develop out of cities. So, learning the factors that play role in making the cities social and economic power offers us to understand local authorities and necessities of regularities of them better. As to this idea, autonomy escapade of cities from dark ages to nation state period and evolution to today's local authorities are investigated
