1939 yılı dünya ve Türkiye için acı dolu bir zaman dilimi olarak hatırlanmaktadır. Zira ilk büyük felaket 1 Eylül 1939’da İkinci Dünya Savaşı’nın patlak vermesi ile yaşanmıştır. Türkiye, savaşa fiili olarak girmemiş fakat savaşın siyasi ve ekonomik etkilerini derinden hissetmeye başlamıştır. Bu duruma ek olarak aynı yılın son günlerinde merkezi Erzincan olan büyük bir deprem felaketi yaşanmıştır. Otuz binden fazla insanımızın hayatını kaybettiği bu felaketten birçok vilayet etkilenmiş ve gerek insanı gerekse de maddi kayıplar yaşanmıştır. Depremin ardından yaraların sarılması için harekete geçilmiş, başta devlet başkanı İnönü olmak üzere bütün askeri ve mülki bürokratlar olay yerine gitmiştir. Depremden bir süre sonra Başbakan Refik Saydam, Orta ve Doğu Anadolu’yu ziyaret etmek üzere geziye çıkmış ve bu sırada kısa da olsa Sivas’a da uğramıştır. Çok kısa bir süre Sivas’ta kalan Başbakan’a vilayetin genel durumunu anlatan bir rapor hazırlanmıştır. Cumhuriyet Arşivinde yer alan 1940 tarihli raporda Sivas ve ilçelerinin deprem sonrası genel vaziyeti ve ihtiyaçları ortaya konulmuştur. Bu çalışmada adı geçen rapora dayanarak Sivas’ın 1940 yılındaki durumu ele alınmıştır.
The year 1939 is a painful period for the world and Turkey. The first great catastrophe occurred on September 1, 1939 when the Second World War exploded. Turkey has not actually entered the war but has begun to feel the political and economic effects of the war. In addition to this situation, a major earthquake occurred in the last days of the same year in the center of Erzincan. Thirty thousand people lost their lives and many districts were affected by this catastrophe, and many people were in need of financial losses. After the earthquake, all the military and property bureaucrates, including Prime Minister Inönü, took action to embrace the wounds. A while after the earthquake, Prime Minister Refik Saydam went on a trip to visit Central and Eastern Anatolia, and at this time, though short, he went to Sivas. A report was prepared to the Prime Minister who was in Sivas for a very short time, telling the general state of the province. The 1940 report in the Republic Archive reveals the general status and needs of Sivas and its districts after the earthquake. This study, based on the report called, discussed the situation of Sivas in 1940.
