Öğretmen eğitiminde yeterlilik çalışmaları dünyanın birçok ülkesinde giderek önem kazanmaktadır. Öğretmenlerin gerek hizmet öncesi gerekse hizmet içi eğitim ve öğretim süreçlerinde ulusal ve evrensel ortaklık sağlamak için gerekli olan yeterlilik çalışmaları farklı açılardan ele alınmaktadır. Yeterlilikler ile ilgili yapılan çalışmalar hem öğretmen eğitimcilerine bir yol haritası sunmakta hem de öğretmen eğitimin planlanması için ciddi bir kaynak sağlamaktadır. Farklı alanlarda ders veren öğretmenlerin alana özgü ne gibi yeterlilikleri edinmeleri gerektiğinin yanı sıra öğretmenlerin ortak yeterlilik alanları gibi konular yeterlilik çalışmalarının ana konularını oluşturmaktadır. Türkiye’de öğretmen yetiştirme süreçlerine katkı sağlayabilecek karşılaştırmalı bir örnek sunmak bu çalışmanın başlıca amacını oluşturmaktadır. Bu amaçla, döküman incelemesi yöntemi ile öncelikle öğretmen eğitiminde yeterlilik kavramı çeşitli kaynaklardan derlenerek açıklanmıştır. Bu açıklamalar doğrultusunda Türkiye’de öğretmen eğitiminde yeterlilik çalışmaları derlenmiştir. Araştırmanın son bölümünde ise Avrupa Birliğinde yürütülen yeterlilik çalışmaları “Yabancı Dil Öğretmenleri için Avrupa Portfolyosu” (the European Portfolio for Student Teachers of Languages-EPOSTL) ve “Dil Öğretmeni Eğitimi için Avrupa Profili: Bir Referans Çerçevesi” (European Profile for Language Teacher Education-a Frame of Reference) çalışmalardan hareket ile değerlendirilmiştir.
The qualification studies in teaching education are becoming increasingly important in many countries of the world. The qualification studies required by teachers to provide national and universal partnership in the pre-service training and teaching processes are addressed from different perspectives. Qualifications studies provide a road map for teachers and provide a serious resource for the planning of teaching education. In addition to what skills teachers teaching in different fields should acquire specific to the field, topics such as teachers' common competence fields constitute the main topics of competence studies. Presenting a comparative example that can contribute to the teaching processes in Turkey is the main objective of this study. For this purpose, the method of examination of the document was first explained by aggregating the concept of competence in teaching education from various sources. According to these statements, the teachers' qualification studies in Turkey have been compiled. In the last part of the study, the qualification studies conducted in the European Union were evaluated by the European Portfolio for Student Teachers of Languages (EPOSTL) and the European Profile for Language Teacher Education (European Profile for Language Teacher Education – a Frame of Reference).
Studies in teacher qualifications are becoming increasingly important in many countries of the world. These studies discuss the competencies required at both national and universal levels to provide common points in pre-service and in-service training and education processes of teachers from different perspectives. Studies on qualifications do not only provide a road map for teacher educators, and but they also provide an essential resource for teacher education planning. The topics such as which competences the teachers need to acquire in their field of teaching and common competencies for all teachers are the main subjects of the qualification studies. To provide a comparative analysis of different contexts that can make contributions to the teacher education process in Turkey is the primary purpose of the study. For this purpose, the concept of competence in teacher education was compiled from various sources by following the document review research method. Firstly, qualification studies in teacher education in Turkey have been collected following the explanations in the documents. In the last part of the review, qualification studies in the European Union were evaluated with the help of the European Portfolio for Student Teachers of Languages (EPOSTL), and the European Profile for Language Teacher Education (European Profile for Language Teacher Education a Frame of Reference).
