Bütçe, devletlerin kamu gelirlerini ne şekilde harcadıklarını ve harcama önceliklerinin ne olduğunu gösteren, bununla beraber ülkenin yönetim anlayışı, gelişmişlik düzeyi, gelir dağılımı gibi konularda önemli ipucu niteliğinde bilgiler içeren bir belgedir. Gerçekleşmesi öngörülen gelir ve gider tahminlerini içeren bir cetvel niteliğindeki bütçenin, en önemli işlevlerinden biri de çağdaş işlevleridir. Diğer bir ifade ile bölgelerarası, şehirlerarası ve vatandaşlar arası gelirin yeniden dağılımını sağlayarak fırsat eşitliği yaratmaktır. Kadın ve erkek arasında fırsat eşitliğinin çokça konuşulduğu son yıllarda cinsiyete duyarlı bütçeleme yaklaşımı da güncelliğini koruyarak yeni uygulamalar ile gelişmiş ekonomi politikalarında yerini bulmaktadır. Türkiye’de de son yıllarda bu doğrultuda uygulamaya konulan birçok düzenleme mevcuttur. Bu çerçevede ülkemizde, “Kadın Statü Genel Müdürlüğü”, “Kadın Erkek Fırsat Eşitliği Komisyonu” gibi kuruluşlar kurulmuş olup bu kurumlar tarafından araştırmalar yapılarak önemli stratejik eylem planları hazırlanmaktadır. Diğer taraftan cinsiyet eşitsizliğinin azaltılması konusunda, kadınlara yönelik girişimcilik destekleri, yerel yönetimler tarafından uygulanan sosyal ve sportif faaliyetler günümüzde olumlu gelişmeler olarak karşımıza çıkmaktadır. Ancak bu uygulamaların ve kadına fırsat eşitliği yaratmaya yönelik kamu harcamalarının yeterli düzeyde olmadığı söylenebilir.
The budget is a document that shows how the states spend their public income and what their spending priorities are, and also contains information as an important clue on topics such as the country’s understanding of governance, level of development, income distribution. One of the important functions of the budget, which includes the estimates of the expected income and expenditure, is the contemporary functions. In other words, it is to create equal opportunities by allowing the re-distribution of regional, inter-city and inter-city income. Gender-sensitive budgeting approach in recent years, where the equality of opportunities between women and men has been much discussed, has also kept its up-to-date and found its place in new practices and advanced economic policies. In the past few years there have been a number of rules implemented in this direction. In this framework in our country, organizations such as the "General Directorate of Women's Status", the "Women and Men's Equal Opportunity Commission" have been established and these institutions are preparing important strategic action plans by conducting research. On the other hand, in reducing gender inequality, entrepreneurial support for women, social and sports activities implemented by local governments are present to us as positive developments today. However, it can be said that these practices and public spending to create equal opportunities for women are not sufficient.

Turkey has in recent years many regulations implemented in this direction. Within this framework, organizations such as the “General Directorate of women's status” and the “Equal Opportunities Commission for men and women” have been established in our country and important strategic action plans have been prepared by these institutions. On the other hand, entrepreneurship support for women and social and sporting activities implemented by local governments in reducing gender inequality are today seen as positive developments. However, it can be said that these practices and public expenditures to create equal opportunities for women are not sufficient.
