II. Meşrutiyet yönetimi suç ve suçlu istatistiklerine önem vermiş, vilayetlerde suç verilerini toplu bir şekilde görebilmek ve suç ile failler hakkında bilgi toplayabilmek amacıyla suç cetvelleri düzenlenmiştir. Bu amaçla düzenlenen vukû’ât-ı cinâiyye cetvellerinde; yaşanan cinayet suçlarının yeri, zamanı, fail ile mağdur bilgileri ve faillerin derdest durumu belirtilirken, cerâim-i umûmiye cetvellerinde faillerin demografik özellikleri ile suç mahalli hakkında toplu ve rakamsal bilgiler verilmiştir. Düzensiz aralıklarda tutulmuş olsalar da bu cetvellerden, fail ve suçlarla ilgili içerdiği ayrıntılı bilgiler sayesinde genel bir toplumsal değerlendir-me yapmak mümkün olmaktadır. Bu makalede, 1912-1917 yılları arasında savaşların ve çeşitli siyasi, ekonomik olayların yaşandığı zorlu süreçte, Hudâvendigâr Vilâyeti’nde adam öldürme suçunun hangi düzeyde meydana geldiği ve faillerin demografik özellikleri incelenmeye çalışılmıştır.

The law enforcement has paid attention to the crime and criminal statistics, the provinces have organized criminal guidelines in order to view the crime data collectively and to collect information about the crime and the criminals. For this purpose, the Vukû'ât-i crimes are organized; the place of the crimes occurring, time, fail and victim information and the situation of the crimes are indicated, while the cerâim-i umûmiye crimes are given the demographic characteristics of the crimes and the collective and numerical information about the crimes. Although they are kept in irregular intervals, it is possible to make a general social assessment thanks to the detailed information it contains about faults and crimes from these quets. In this article, in the challenging process of wars and various political and economic events between 1912-1917, the level of the murder crimes occurred in the Hudâvendigâr Province and the demographic characteristics of the crimes were tried to study.
