Yerel siyaset literatürde genellikle demokrasi, özgürlük ve özerklik gibi kavramlarla birlikte kullanılmaktadır. Türkiye’de belediye, il özel idaresi ve köy yönetimlerinden oluşan yerel yönetimler, kentin formel karar alma süreçleriyle ilgili yasal düzenlemelerin uygulayıcıları ve yerel siyasetin temel aktörlerinden biridir. Çalışmanın temel amacı Türkiye’de yerel siyasetin yerellik düzeyini; yerel siyasetin aktörlerinden olan yerel yönetimler (büyükşehir belediyeleri, belediyeler ve il özel idareleri) üzerinden değerlendirerek ortaya koymaktır. Çalışma, yerel siyasetin diğer aktörlerine de yer vermekle birlikte özellikle yerel yönetimlerin yerel siyaset kapsamında etkinlik boyutlarını ve etkinliklerinin hangi düzenlemelerle sınırlandırıldığını 2000’li yıllardan itibaren yapılan reformlar kapsamında bütüncül bir bakış açısıyla ortaya koyması nedeniyle önem taşımaktadır. Çalışmanın amacına yönelik olarak yerel yönetimler tarihsel gelişim süreçte incelenmiş, özerklik, demokrasi ve katılım gibi kavramlar yerel siyasetin yerellik düzeyi açısından ölçüt olarak kabul edilmiştir. Ayrıca merkezi yönetim ile yerel yönetimler arasındaki idari vesayet ilişkisindeki değişim, tüm vesayet yetkileri bakımından tek tek incelenmemiş, sadece önemli görülenler ele alınmıştır. Sonuçta 6360 sayılı kanunun uygulanma döneminde hizmetlerin tek elden yönetilmesiyle farklı tüzel kişilikler arasındaki yetki ve sorumluluk karmaşası azaltılsa da yerel siyaset dengelerinin büyük ölçüde değiştiği görülmüştür. Bazı yazarlar bu değişimi yerel merkeziyetçilik, bazı yazarlar ise bölgecilik olarak değerlendirmiştir. Bu doğrultuda yerel siyaset kapsamında alınan çoğu kararların ve yürütülen uygulamaların gerçek anlamda yerelliği yansıtmadığına yönelik kanaatlerin güçlendiği anlaşılmıştır.
Local politics is often used in literature along with concepts such as democracy, freedom and autonomy. In Turkey, the local governments consisting of municipalities, provincial private administrations and rural governments are one of the implementers of legal regulations relating to the formal decision-making processes of the city and one of the main actors of local politics. The main objective of the study is to reveal the local level of local politics in Turkey by evaluating the local governments (büyükşehir municipalities, municipalities and provincial private administrations) which are actors of local politics. The study is of importance, especially because the local governments have shown the scale of their activities within the framework of local policy and what regulations their activities are limited in the framework of the reforms since the 2000s with a comprehensive perspective. The objective of the study is that local governments have been studied in the historic development process, concepts such as autonomy, democracy and participation have been accepted as the standard of local policy in terms of the local level. In addition, the change in the relationship between the central administration and the local governments in the administrative asset, in terms of all asset powers, has not been examined individually, only the important ones have been addressed. After all, in the period of application of Law No. 6360, the one-hand management of services reduced the complexity of powers and responsibilities between different legal entities, but the local political balances changed considerably. Some writers have considered this change local centralism, while some writers have considered it regionalism. In this regard it is understood that the majority of local policy decisions and practices that are carried out are stronger than the claims that they do not really reflect the locality.
Local politics is often used in conjunction with concepts such as democracy, freedom and autonomy. In Turkey, local governments consisting of municipalities, special provincial administrations and village administrations are the enforcers of the legal regulations related to the formal decision-making processes of the city and are one of the main actors of local politics. The main objective of this study is to determine the locality level of local politics in Turkey by evaluating the local governments (metropolitan municipalities, municipalities and special provincial administrations) which are the leading actors of local politics. Although the study includes other actors of local politics, it is especially important that the local administrations reveal the dimensions of their effectiveness within the scope of local politics and the regulations in which their activities are limited with a holistic perspective within the reforms made since 2000s. For the purpose of the study, local governments were examined in the historical development process, and concepts such as autonomy, democracy and participation were accepted as criteria in terms of the level of locality of local politics. In addition, the change in the administrative tutelage relationship between the central government and local governments has not been examined in terms of all guardianship powers but only the important ones have been discussed.
